| OHCC LIVING | JUNE 2023 | 3 President's Message By Greg Kusiak, HOA President (2022-2023) Complaining about the weather must be a function of some part of the human genome. We have experienced the "May Gray" and are now moving into the "June Gloom" period. But what is so rare as a day in San Diego — any day, any time of year — compared to a day anywhere else? Our weather is not perfect, but it comes as close as anyone dares to expect. Fortunately, the HOA is not responsible for the weather, so we will not entertain work orders or complaints about it! We had another successful semi-annual "shred day" on May 13. Corodata provided the shred truck and, as promised, was able to accept all of the materials. The day got off to a May gray start as vehicles queued up in the gloom for more than a half hour before the start time and managed to encircle the truck so that it couldn't move into position. A short, chaotic shuffling of vehicles finally got the truck in place about 10 minutes late, but the process went very smoothly from that point. After initially backing up beyond the stoplights, the line dissipated quickly and there was no waiting at all later in the morning. As our Treasurer reports in her article, June will be the third month of the new fiscal year. We ended the last year on March 31 close to where we had planned and predicted, but with somewhat greater expenses due largely to the scale of the increase in labor costs. We have confidence in our current budget and continue to work on ways to improve our productivity and efficiency. We remain in an enviable financial position compared to other large HOAs. We continue to make headway with our major projects. Although the pace is maddeningly slow, it is a big improvement over the stalemate prior to our terminating the contract with Candyl Golf Group, Inc. • We are still fixing the incomplete or incorrectly constructed areas of the golf course. • We are securing commitments from the necessary vendors to complete the lake and well. • The lanai project is about to be placed in the hands of the City of Oceanside for permitting. • Berg Electric is coordinating with civil engineers and others to resubmit the permit application to install the electric service. We now have declarations of candidates for the Board of Directors that exceed the number of positions available. Please watch for announcements of a candidate forum and take the time to evaluate the qualifications and likely performance of the candidates. These positions ultimately determine whether we succeed in maintaining and enhancing the ambiance of our community and the value of our investment in property here. Take whatever steps are necessary to make sure that you receive and cast your ballot. (It takes a minimum of 817 valid ballots for a quorum for the election to be valid.) The Board met in executive session on April 17 and took the following actions: • Approved the executive session Minutes of March 13 and 23 and April 4 • Denied three requests for waiver of delinquency or related fees • Reviewed issues regarding emergency communications • Reviewed a proposal for casa renovations and requested additional proposals • Approved revisions to the standard form of village management agreement • Reviewed the history of pool incidents • Reviewed recent gate access incidents. The Regular Monthly Meeting for April was held on April 20 and the following actions were taken: • Approved the Minutes of March 16th • Approved the report of the Executive Finance Committee meeting of April 3 • Approved fund transfers exceeding $10,000 and abbreviated financials for February • Authorized recording a lien on APN #169-331-38-00 Continued on following page Happy Father's Day!
