FOUR SEASONS BREEZE | AUGUST 2023 23 A meeting in June with the city manager of Beaumont clarified some issues with the Conservancy. The requirement to build a conservancy is from the federal government and applies only to states and counties, not to cities. The city of Beaumont has no requirement for a conservancy. At the time of the proposal by K. Hovnanian to build a 55+ community, the area under consideration was not within the city limits so a conservancy was a requirement for approval. Once the city extended their boundary to include the Four Seasons development, the builder was no longer required to include a conservancy in their plan. It is likely that with the land unsuited for housing and marketing an attraction like the conservancy induced the builder to proceed with the conservancy as drafted. During the decade of development, economic conditions changed and there is currently no financial incentive for the builder to complete further work on the conservancy and transfer it to the HOA. Transferring and registering the conservancy would require K. Hovnanian to fund endowments for both the HOA and the Inland Empire Resource Conservation District (IERCD). There is also no requirement for the HOA to accept transfer of this land. K. Hovnanian is currently managing this land to meet city requirements for weed abatement and fire prevention. The need for a different fence and sidewalk on Potrero Avenue and a fence under the bridge are under evaluation by the city. ~ Len Tavernetti, ltavernetti@hotmail.com Conservancy No offense guys, but have you ever watched men keep an eye on their kids at a park? They usually find a shady spot to sit and watch. Well, would you believe we have Dog Dads? Not only do their own dogs love to sit with them, but many of the dogs at the Corral hop up on the benches to join them. Much to the men's credit, they reach out and pet each dog. This is so good for all the dogs, because the dogs learn to go to people besides their own "parent." They learn to trust other people and that those people are kind and caring. Dogs navigate using their sense of smell and have amazing memories. If they haven't seen someone for years and pick up their scent, they remember that person and get so excited to see them. It is like meeting an old friend for that dog. Of course, that goes for food items also. If you are thinking about joining the Canine Corral, please pick up a packet at The Lodge front desk. Membership is $40 the first year and $30 per year after that. Yes, it takes a few minutes to gather all the information, but the plus side is that when you take your dog to the Corral, you are certain that each dog there is fully vaccinated, microchipped, neutered, and has a city license. It is a safe environment for your best friend to romp around with new friends. Hope to see you and your fur baby at the Corral soon.
