FOUR SEASONS BREEZE | OCTOBER 2023 27 Facilities Committee Hello October — it's the month of pumpkins and falling leaves. It's a time for cozy fires, hot chocolate, and walks along the Four Seasons pathways. It's a time to reflect on the past months and get ready for new projects. The Facilities Committee has welcomed a new member, Greg Messick. We are replacing the damaged canopy nearest the spa building in The Lodge pool area. Repairs will also be made to some concrete surfaces in The Lodge courtyard. Questions and/or concerns can be directed to Lila Bonner at ladybonner@msn.com. ~ Lila Bonner, Regina Farmer, and Deborah Wasbotten Most of the ARC articles are written because of questions from homeowners concerning what is allowed under the ARC Guidelines. That poses the question, What are the ARC Guidelines? K. Hovnanian's Four Seasons at Beaumont Community Association, Inc. Architectural Guidelines and Standards also referred to as the ARC Guidelines or just Guidelines are part of the CC&Rs that all homeowners agreed to when they purchased a home in the community. These Guidelines are reviewed and restated as needed to reflect changes in federal and local laws as well as community desires as needed. The current Guidelines were restated in June 2022. Minor changes have been incorporated since the community's inception. In addition to periodic reviews of the entire Guidelines, when warranted, the Board of Directors may make necessary changes. Before any change is made to Guidelines, a notice of the proposed change is sent to every homeowner giving them the opportunity to provide comments to the BOD regarding the proposed change(s). Any change requires approval by a majority of the BOD. Guidelines contains sections explaining the purpose of the guidelines, what work requires approval, how to request permission and information on how the Architectural Committee process applications. You can obtain the most current copy of the Architectural Guidelines and Standards at The Lodge front desk, the management office in the RCN, or from the community website, www.fourseasonsbeaumont. gov. Please consider volunteering on our Committee, especially if you appreciate the beauty of our community. The qualifications are simple. You must be able to walk at a VERY leisurely pace; we typically walk every Friday morning for about an hour where we look at the landscape to determine if we need to remove and replace dead or dying plants or request renovation of existing plant material. The second qualification is to attend our monthly meetings in the RCN (attending every month is not mandatory but appreciated). Those meetings are always on the third Tuesday at 1 pm and typically last a couple of hours. The monthly meetings are where we review proposals that we've asked Park West to prepare to ensure the cost fits our budget. Every proposal is voted on by the Committee members with majority rules. The approved proposals are then presented to the Board who has the final say. We also listen to homeowners who have landscaping concerns. A couple of months ago our chairman, Kirk Freyermuth, shared how much our budget is for landscaping in our beautiful community: $119,760 for all common areas, $214,800 for tree maintenance, and $9,000 for the front yard cost centers. When you consider the amount of our budget, there's a lot of work required and that's why we need volunteers to help maintain our community. Typically, we only replace plants if they are dead or clearly dying. If they are green and growing, we do not consider those for removal. We also take into consideration the surrounding plants and try to replace plants that keep with the consistency in that area. We try choosing plants that are water- wise as California has been known for its droughts and we need to keep our irrigation costs down as much as possible while keeping things looking great. We typically follow a standard plant palette to not only keep consistency in the neighborhood but also to choose plants that Park West is able to supply at agreed upon prices. Please feel free to join us on a Friday morning walk (7 am in the summer and 8 am spring, winter, and fall). You can contact FirstService by Thursday morning and they will let you know what area we are walking in that week. You are also invited to attend our monthly meetings.
