| THE COLONY NEWS | MARCH 2024 | 15 ACCESS CONTROL & SAFETY By Kathleen Ricketts The Access Control and Safety Committee is an advisory committee to the HOA Board of Directors and the General Manager relating to all issues of community access and safety of residents and visitors. Our function is to evaluate access control and general safety of The Colony. The Access Control Committee receives monthly reports and statistics from our Community Patrol (Allied Security). Security Statistics: For January 2024, there were a total of 20,186 gate entries recorded consisting of guests, recreational vehicles, vendors, and golfers. Allied Security performed five property/ residence checks and issued five citations for stop sign violations, one speeding citation, and 59 Illegal Use of Gate Procedure violations. There were 15 medical, fire, and police incidents. Allied cited 43 residents for various parking violations, guest pass violations, and vendor violations. 14 residents were cited for putting trash cans out too early and/or not putting them away. Three garage doors were found to be open and Allied made calls to each resident to advise them to close their garage doors. Allied responded to 10 miscellaneous incidents related to deceased residents, dogs (barking, lost, off leash, biting), signage (not allowed), solicitors, trespassers, welfare checks, and broken/burst water lines/sprinkler systems. Parking Violations: The monthly security report recently indicated that there were 42 parking violations in one month. Unfortunately, those parking violations may result in fines. So, what is a parking violation? According to The Colony's rules and regulations regarding parking, handicapped parking is reserved for vehicles that display a handicap parking permit such as a license plate or placard. The rules and regulations also prohibit parking in red zones. Red zones are clearly marked with red paint throughout The Colony, and in front of all fire hydrants and mailbox clusters. Additionally, there is no parking allowed under the roofed area at the front entrance to the Clubhouse. This area is also marked with red paint. When a vehicle is parked there it impedes pedestrians from having access to the walkway, especially if they use a walker or wheelchair. Again, according to California DMV, it is illegal to park in front of any sidewalk that has a cutout for pedestrian crossing. Also, if a vehicle is parked in this area, it restricts access for emergency vehicles. Parking violations also include such things as: parking on the grass, parking on or over the lines at the Clubhouse, guests not displaying passes on the dashboards of their vehicles, residents parking in the street overnight, and guests with expired passes on the dashboard.
