| OHCC LIVING | MARCH 2024 | 3 President's Message By Greg Kusiak, HOA President (2023-2024) Whether you call it El Niño, atmospheric rivers or the Pineapple Express our rainfall this season to date is about 5" above normal. This is a mixed blessing for our community. While it reduces our irrigating water costs, it also delays our construction projects. However, we don't expect the delays to have a serious impact on our schedules, and the irrigation savings could easily be $50,000! Every day we're getting more daylight to help things grow and later in the spring we will likely have a weed bloom that ties up our landscape maintenance crew. Next fall we will probably have a bigger job in brush clearing for fire prevention. Still, our showers bring flowers, cleanse our environment and replenish our reservoirs so we'll just "go with the flow." (It's a water pun—it takes a little while to soak in!) Coming up quickly is the California Primary Election on Tues., March 5. With recent changes in the voting laws, all California voters will receive a ballot in the mail. For our residents, that means it may be easier than ever to participate despite any physical impairments or bouts of illness. Please inform yourselves about the issues and the candidates and participate. I'm betting we will have a higher level of voter participation than any other community in San Diego County. The lanai site is a bit soggy but still workable. Helical piers are being installed as we go to press and should all be complete before you receive this issue of OHCC Living. On page 5 of this issue you will find a brief Lanai Project Status Report with a photograph of the work in progress. At the other end of the golf course the conduits have been installed that will carry electrical power from near the butterfly sanctuary to the dam and the well. Revised plans are ready for submittal to the City of Oceanside and vendors are being lined up by Well Tec, who (we reported last month) was hired for this phase of the project. Once grading begins to create the lakebed, nearly 5,000 cubic yards of dirt will be moved over Leisure Village Way in a matter of a few days to the area just west of LVW at the intersection with Ocean Hills Drive (the back gate entrance). This will make a gradual slope from LVW toward the edge of the golf course and create an area with new landscaping and recreational potential. Since the bulk of residents enter and exit via the back gate, it will improve the view for most of us. The 40th Anniversary Committee has had great success in launching its ambitious project! Responses to the portrait opportunities have been excellent and we expect to have over 700 portraits. And we were visited by 117 pets at the special photo session. Pet pictures are pretty popular! We have also had a great response from volunteers. Some passed the ultimate test—in addition to herding dogs and cats and pet owners they cleaned up after a few who forgot their poop bags. As we notified residents recently, No Vacancy has advised us that they are closing their doors permanently and will cease operations in early April. This will leave OHCC without a sponsored shuttle bus service. Management is reaching out to other potential providers and exploring sharing a service with another residential organization. We will provide more information on our findings as it becomes available. We might wish Covid gone but wishing isn't doing the trick. According to the wastewater monitoring system, the number of infections in January was roughly equal to the worst month of the pandemic. However, hospitalizations and deaths were rare. We seem to have reached the point where we are living with seasonal colds, flu, RSV and Covid, but the point is we are living! In-person social activity in OHCC is nearly back to what it was in 2019, and this is probably our new normal. The Regular Monthly Board Meeting was held on Jan. 18 and the following actions were taken: • Approved the Minutes of the meeting of Dec. 14 • Approved the Report of the Executive Finance Committee meeting on Dec. 28 • Approved the November 2023 Financials • Approved fund transfers exceeding $10,000 • Received the Construction Team Meeting Minutes for posting on the website • Tabled a revised tree maintenance policy for consideration at the February meeting • Approved the purchase of new replacement kilns for the Arts & Crafts Room • Approved the purchase of new condenser microphones for Abravanel Hall An executive session of the Board was held on Feb. 12 and the following actions were taken: • Approved the Minutes of the executive session meeting on Jan. 15 • Reviewed three delinquencies and authorized the recording of two liens • Honored a request to waive a returned check fee due to a system error • Reviewed the status of network and telephone contract implementation • Received a verbal report on the status of the lanai project • Received a verbal report on the status of the well/lake project • Discussed staffing and proposed changes in the Securitas contract • Reviewed invoices and a proposed change order from Van Dyke Landscape Architects • Authorized the General Manager to purchase a replacement desk for the HOA Office • Reviewed Clubhouse janitorial services issues • Reviewed the notice of termination from No Vacancy for shuttle bus services • Requested additional prospects for legal services proposals • Discussed strategies for dealing with homeowner misbehavior • Received a report from Keystone on personnel issues • Received a draft of the 2024-25 budget proposal.
