Every year I celebrate the cyclical triumph of light over darkness and the arrival of daylight-saving time. There is a crescendo of voices arguing in favor of year-round daylight-saving time, and there are all kinds of rationales: vehicle safety, health, recreation. I don't worry about any of that; I just like it better that way. Period. And here in Ocean Hills Country Club, this change signals that outdoor summer parties are approaching. Of course, that brings up the question of when the new lanai accouterments will be available. We are working to finish it as fast as possible — but not faster. We remain on track to finish by Memorial Day, but weather or many other factors could knock us off that schedule. By the time this issue is published, all of the concrete- reinforcing steel will have been installed and the new concrete pad will be poured and awaiting the erection of the steel waiting patiently in the Clubhouse parking lot. We'll continue to keep you updated. Meanwhile, work continues on the electrical service for the well and lake. Conduit has been placed from the SDGE vault near the butterfly sanctuary under Leisure Village Way to a new pad nested into the hillside opposite the vault, and conduit is in place underground all the way up the hill to the well and lake areas. We have submitted voluminous supplemental material to the City of Oceanside in support of our permit application and are optimistic we will hear back from them soon. Once the permit is in place we can go about the grading and excavation. Multiple vehicles will continue to move up and down the hill during this process, so there will be no repairs to the landscaping until that is all completed. The various changes in the physical appearance of our community — electrical equipment structures, pumps, a rocky emergency spillway, new meadows at the back gate — will keep the Landscape Committee very busy over the coming year. Maintaining the legacy of beauty in our community is a solemn but rewarding obligation that never ends. Our former golf course renovation contractor continues to be a gift that keeps on giving. We have now experienced the third break in a junction of pipe that was not properly constructed and have had to reach all the way to Scottsdale, Arizona to get them repaired. We are working to develop resources closer to home in anticipation of additional problems in the future. We have completed the first phase of an ambitious paving project. Many areas have been patched and the streets scheduled for replacement overlay have been completed. When the weather is reliably warmer, we will undertake the second phase of sealing many of the other streets. The warm weather is necessary to dry and cure the sealant. Year in and year out, the greatest single use of reserves is for maintaining our streets, streetlights and signage. This year that investment is more than a half-million dollars. Two years ago when we signed up with No Vacancy to provide limited transportation services to our residents it was like we had been thrown a life preserver. They were the only company that came close to meeting our criteria for service, and as a bonus their costs were reasonable. The evolution of the industry has put them out of business. Transportation options today are multiple, but they don't fit the old group mode. Rather, they are all tailored to custom trips like Uber and Lyft. At this writing, we are continuing to explore options despite the long odds we are facing. We continue to perform financially hundreds of thousands of dollars ahead of our budget for the fiscal year which ended March 31st. While some of these factors—like rainfall—are beyond our control, there have been significant changes behind the scenes that have produced much of this result.
