FOUR SEASONS BREEZE | MAY 2024 29 Most of what ARC does is driven by applications from homeowners. The requests we receive are typically widespread covering all kinds of issues. Painting, plantings, patio covers, and the occasional (of late thankfully) solar installation. We can usually tell when salespeople pepper the community by mail and in person pitching various home improvements. Often these are legitimate items that may be needed or enhance homeownership. Sometimes false information is used to market products and pressure homeowners to purchase items to solve "problems" that do not exist or cannot be used in our community. Every spring ARC sees an increase in certain types of applications. Some can be (and are) approved while others cannot be approved. These items include: • Permanently installed generators (city codes and safety issues prevent these installations) • Alarm systems (these can be installed and require city permits – however sales pitches claiming that there have been several rapes and burglaries in our community are simply not true) • Security lights/cameras (use of these are regulated by both city and state laws regulating when and where they can light and/or record) • Patio Enclosures (these are prohibited by both city code and ARC Guidelines) • Changes to slopes in backyards (this requires extensive engineering studies and can be expensive) Before committing to any purchase, consider the following: • Do you really want/need it or are you reacting to a sales pitch? • Is the information given accurate and can you verify it with outside sources? • Be very wary of any deal that cannot be completed tomorrow or later — this is a key indicator of fraud. • Do not commit to any property change or improvement before receiving ARC approval. • By law, no contractor or handyman can require a down payment of more than 10 percent of the total job cost or $1,000, whichever is more, even if the contractor claims he needs to purchase material. Do not pay for material before it is delivered to your home. • Finally, consider how the sales person contacted you. If they just showed up at your door without you contacting them, remember soliciting is prohibited in our community. The salesperson is violating the law before you even talk to them. Do you really want to purchase from anyone who flaunts the law? ARC meets the first and third Wednesday of every month in the RCN Conference Room. Our meetings begin at 8:30 am. Contact me with any questions. ~ Steve Cooley, (801) 815-5302, cooleyaudit@ gmail.com Architectural Review Committee Finance Committee At our last meeting, we reviewed the financial statements for February 2024 and recommended them for Board approval. In addition, the committee reviewed expenditure proposals for various recommended projects in the community. We also reviewed investment recommendations to move maturing investments to higher yield FDIC insured instruments. Highlights of the February financial statements are: Total Cash is $13,327,196 including operating cash of $2,125,424 (checking and CDs) and reserve assets of $10,770,388, and reconstruction assets of $431,384. Our total year-to-date income is $144,593. Homeowners are welcome to join us at the Finance Committee's regularly scheduled monthly meetings held on the last Tuesday of each month. Our next meeting will be Tuesday, May 28 at 1 pm. The Finance Committee reviews and discusses many issues about which you may have questions. I encourage all residents to become more familiar with the finances of our fantastic community. We would love to hear about your concerns and encourage you to share them with us. Attending a meeting only takes a little time and will give you a better understanding of how we operate.
