8 | SUN LAKES LIFESTYLES | MAY 2024 | The OPA Task Force has completed its mission to provide research and information while lending support to Sequoia Grove Consulting during the project to develop governing policy for SLCC. An updated copy of the SLCC Governing Policy Manual (SGPM) addressing Board and FirstService Residential (FSR) questions was delivered in advance of the deadline. In addition to the SGPM, Sequoia Grove has provided the Board with a recommended implementation plan. At the time of this writing, the Master Board has decided to defer decisions on governing policy implementation until after the Board elections on April 10, 2024. The proposed implementation plan will enable the Board to more effectively determine the scope and steps required for a successful implementation. This may include the Board's further engagement of Sequoia Grove and/or the creation of a Governance Policy Implementation Team to assist in the effort. We would like to thank all Board, Chartered Committee, and Sub- association members who gave of their time to provide the basic research information that is reflected in the SLCC Governing Policies. It is important to recognize that the development of the SGPM was for the benefit of the Board and SLCC members. It will provide the means to achieve a more effective method to administer our HOA by creating greater accountability and improving operating effectiveness. FSR committed to support this as part of the recently renegotiated Management Agreement. Greater accountability creates transparency. Transparency is not something that can be achieved by mandate or expression of intention. It is a byproduct of sound policy. The benefit to FSR will be that what is expected of them will be delineated, allowing them to concentrate on delivering on their contractual responsibilities rather than responding to the micro-management approach of previous Boards. SLCC has been operating without governing policy since the developers left the Board in 2008. It's no wonder SLCC experiences so much "organizational disconnect." Governing policy is a precision system that promises excellence, if applied and used with diligence and discipline. SLCC Governance/Organization Process Analysis (OPA) Project
