FOUR SEASONS BREEZE | JUNE 2024 29 As summer begins, the conservancy attracts more and more visitors from Four Seasons Beaumont. The trails are in decent shape having decomposed granite filler in the erosion gulleys. Plant life on the trail edges is encroaching from the fence line and will likely be trimmed by the caretaker. The most pressing requirement is for painting, especially the A trail bridge, the picnic tables, and the fence post caps by the shuffleboard courts. Residents are reminded that the HOA does not own the conservancy but are allowed to walk the trails and not allowed off the trails. ~ Len Tavernetti, ltavernetti@hotmail.com Conservancy As we move into summer, ARC needs to review some issues that arise each summer as more home owners move back outside. In addition to the normal reminders that all changes to the outside of your home — both front and back — require ARC approval, there are some issues that need to be addressed. These include the provision from Architectural Guidelines and Standards (Guidelines) Sec 3 M which states "Owners shall not attach to or hang any item on or over the property line fences or walls." In addition to warranty issues, attaching items to the fences may cause premature wear and tear resulting in more frequent painting as well as deterioration of the fence. Please remember that the fence is shared with your neighbor(s) and/or common area(s). Any item that you place on or over a property line fence may have an adverse effect on your neighbor(s). Non-portable barbecues, gas fireplaces, gas fire pits or other similar items require ARC approval. No outdoor wood burning — of any type — is allowed in our community. Outdoor lighting must comply with Guidelines Section 3 T which includes Beaumont City Code, Title 8 Chapter 8.50 (see City of Beaumont website). Simply put, outdoor lights must be shielded so that no light is emitted upwards or prevents adjoining property from having darkness. Motion detector lighting fixtures may not allow light to emit onto adjoining or common area properties. In addition, all motion- detector lighting must be mounted within five feet of an entrance or exit door and installed no more that eight feet above the ground. The light may not remain on for more than 10 minutes and cannot trigger from more than 30 feet away. Awnings and umbrellas may not be left open overnight. (This should be common sense with the winds we frequently experience.) All changes to the exterior of any home including front yard cost centers (see Guidelines Section 3 I 1) require approval by the ARC. If you have questions, please contact me or any ARC member. Our facilities and grounds are so beautiful and I hope everyone will take the opportunity to enjoy this great community. Your Board and Finance Committee work very hard to keep this community beautiful by paying close attention to our budget and finances throughout the seasons. During the Finance Committee's regular monthly meeting, the financial statements for March 2024 were reviewed and recommended for Board approval. In addition, the committee reviewed expenditure proposals for various recommended projects in the community. We also reviewed investment recommendations to move maturing investments to higher yield FDIC insured instruments. Highlights of the March financial statements are: Total Cash is $13,389,677 including operating cash of $2,105,174 (checking and CDs) and reserve assets of $10,851,383, and reconstruction assets of $433,120. Our total year-to-date income is $200,770. Homeowners are welcome to join us at the Finance Committee's regularly scheduled monthly meetings held on the last Tuesday of each month. Our next meeting will be Tues., June 25 at 1 pm. The Finance Committee reviews and discusses many issues that you may have questions about. I would encourage all residents to become more familiar with the finances of our fantastic community. We would love to hear about your concerns and encourage you to share them with us. Attending a meeting only takes a little time and will give you a better understanding of how we operate. Our meetings are held in the RCN Conference Room.
