FOUR SEASONS BREEZE | JULY 2024 5 Message from the Board The HOA has received responses to our Requests For Proposals (RFP) on the road repairs by two contractors that have the ability to complete the large project. Initially four contractors were interested in replying to the RFP but two dropped out because they were unable to complete all the required tasks in the project. The proposals are currently under review to determine the best contractor for our job which will be selected for the best price and expectation of timely, quality service. More to come on the start dates for the roads next month. The Beaumont Pointe Warehouse Project has been approved by the Beaumont City Council. As indicated in my warehouse article, the project will require the annexation of 30.2 acres of land to the City of Beaumont. Included in the project is a 125-room hotel, 124.7 acres for open space, and 152.4 acres that will be conveyed to the Western Riverside County Regional Conservation Authority for Multiple Species Habitation Conservation. There will be four large buildings for light industrial, warehouse, and light manufacturing. The entertainment part of the project features a sit-down and casual dining restaurant. Active entertainment, such as miniature golf and go-karts are planned. The City of Beaumont will receive $5 million of public benefit fees with $3 million to be paid after annexation of the warehouse project by the city and $2 million paid at occupancy. The approved plan specifically prohibits warehouse traffic to use Potrero Blvd and Oak Valley Pkwy north of Potrero Blvd 60 interchange. The developer established a traffic-enforcement plan with escalating financial penalties for the warehouse project tenants who violate agreed-upon routes and regulations. There is a new warehouse project being planned by a developer that is called Beaumont Heights. This warehouse project is planned on Highway 79/1st Street area of Beaumont. This project will have to be reviewed by the City of Beaumont Planning Commission and the Beaumont City Council. No additional information is available to me on the Beaumont Heights project at this time. The State of the City of Beaumont is scheduled for Sept. 19. City Manager Elizabeth Gibbs has said that the plan is that the State of the City program would come to Four Seasons for our residents after the initial presentation. No date has been scheduled for the presentation at Four Seasons. The solar project for our three facilities and the RCN has not been permitted as yet. The solar company is in talks with the Board of Directors' representatives and FirstService to iron out some glitches. This process is ongoing and at this time it is not expected that the solar project will impact the roads repair schedule. In Safety Committee meetings and Meet with the Board meetings, it was discussed by residents to use traffic "humps" or "bumps" to slow down traffic on Four Seasons Circle and other locations of higher traffic. Our current information is that either the traffic "humps" or "bumps" may slow down the emergency response times of the police, fire, and ambulance services. The City Manager of Beaumont has said the police response time in the city is six minutes and nine seconds. The fire department and ambulance service responses are not available to me at this time, but is being researched and will be in the next Breeze article. The Board meets the second Thursday of each month at 1 pm in the Ballroom. "Meet with the Board" is a more informal setting on the third Wednesday of each month at 2 pm in the Ballroom. This forum allows Board members to engage in conversation with residents on almost any subject except confidential issues under litigation. Several Board members are in attendance each month.
