| LIFE IN SOLERA | SEPTEMBER 2024 | 3 FROM THE BOARD By Marcia Casem, Director The purpose of the Design Guidelines is to protect, preserve and maintain the aesthetics and the property values within Solera Oak Valley Greens Association. The Design Guidelines serve to augment the Association's CC&Rs, namely, Article V, by addressing typical exterior architectural and landscape improvement to residences. The CC&Rs provide the Design Review Procedures of plans and specifications, and mandates that no improvements of any kind, unless specifically stated otherwise within the Design Guidelines, shall be made to the exterior of any property until plans and specifications have been submitted to and approved in writing by the Design Review Committee. There may be a misunderstanding of what changes are automatically permitted in the backyard of your residence, therefore not requiring a Home Improvement Application (HIA) Permit. It is thought that if a person walks down your street and looks toward your backyard and cannot visibly see the changes, then that change is allowed without a HIA Permit. This is not the case. Too many times, residents make changes, then it is noticed by others, such as a neighbor, passerby, compliance officer, etc. causing the resident to complete a HIA Permit request. Many times the approval is given by the Design Review Committee and other times the resident is required to either adjust the change or remove what was changed completely. The Design Review Committee encourages everyone to review the Design Guidelines and complete the HIA Permit application before you purchase materials and spend money on labor, etc. Below is listed most of the items which require a HIA Permit for the backyard. Please see the complete list in the Design Review Guidelines.
