FOUR SEASONS BREEZE | OCTOBER 2024 25 IT HAS SIMPLY BEEN TOO HOT. ARC applications are down, and I am sure that no one has any desire to do much in this crazy heat. The good news is that the heat wave cannot last forever (I hope). In a normal month ARC will see some issues that need to be addressed but that has not been the situation this last month. So, there is not a lot of activity to discuss this month. Instead, I will just review who and what ARC is. ARC is a group of volunteers charged with reviewing homeowner requests to make changes including improvements to the outside of their home and the yard surrounding it. ARC uses K. Hovnanian's Four Seasons at Beaumont Community Association, Inc. Part 4 Architectural Guidelines and Standards. Commonly referred to as the "Guidelines." This document is available on the HOA's website for every homeowner to view. These guidelines provide information as to what is allowed, and in some situations not allowed, to "preserve and improve the appearance of the community and to ensure continuity in design, and does not seek to restrict individual creativity or personal preference." These guidelines include provisions of national, state, and local laws as well as our community's CC&Rs. ARC does not "make up the rules as we go." Every decision is carefully considered and voted on by the ARC before an application is approved or sent back to the homeowner for revision or modifications so that it can be approved. ARC meets twice a month on the first and third Wednesday regardless of how many applications are pending. We try to make the approval process quick and simple. In July, our esteemed former chairperson, Len Tavernetti, informed the Board of his retirement from the Conservancy Committee to spend more of his time with the Four Seasons Veterans Club. While we will miss his leadership and vast knowledge of the history of this community, we know he is only a phone call away. At the August meeting, the Board approved the following officers for the Conservancy Committee: Chair, Howard Ochi; Vice-Chair, Maureen Ochi; and Secretary, Claudia Rozzi. Our current members are Steve Margulieux, Tom Olsen, Geoffrey Wilson, and Lynette Simonson. The committee approved meeting the first Wednesday of each month, weather permitting, from 8 to 9 am to inspect the Conservancy areas. After each walk, members will meet to discuss what was seen, details to be recorded in the minutes, action items, and to confirm the next meeting date. Len's last walk with the committee was on July 10 when we visited the city's DeForge Park just north of our Potrero gate. We looked at the portion of the Potrero Creek running through the middle of the park before it f lows under Potrero Blvd. and ends up in our Conservancy area. We saw a significant amount of trash that potentially could end up in our area. We asked the Board to alert the city of our concerns. The committee also met in August to walk the northwest section of Trail B from the Potrero Crest Trail monument to the Potrero parcel, and in September to walk the Trail A and B loop from west Four Seasons Circle to east Four Seasons Circle. The committee observed several conditions that were reported to the Board that may require the developer to remedy. If you would like to join us, our next inspection walk will be on Oct. 2 of Trail F. We will meet at 8 am on the northeast end of Green Creek Trail at the Trail B entrance.
