8 | LIFE IN SOLERA | NOVEMBER 2024 | According to the Finance Committee Charter the purpose and scope is to have general control of the financial policy of the Association, subject to the approval of the Board of Directors, including ways and means for obtaining funds necessary to meet the authorized budget for carrying out the work of the Association. The General Manager will provide the applicable financial information to the Committee. The Finance Committee with participation by the Association's General Manager, will present in writing at a Special Board meeting in April, an itemized estimate of the income and expenses for the ensuing fiscal year which, upon approval of the Board of Directors, shall become the Association's authorized budget and investment plan for that year and no obligation beyond the amount thus authorized, shall be incurred by any committee or agent of the Association unless specially authorized by the Board of Directors. During the monthly open session meeting of the Board of Directors in September, a new advisory committee was approved. This committee is the Contract and Proposal Review Advisory Committee to be chaired by Steven Bly, who is also our current Treasurer. The purpose and scope of the Contract and Proposal Review Advisory Committee is to optimize and safeguard the awarding of any contract, agreement, purchase order, or renewal exceeding $5,000. All renewal contracts will be reviewed and compared with current contracts, including new proposals and agreements. To ensure the wording of said document includes the scope of work, the terms, and the conditions are in the best interest of SOVGA. The CPRAC may include the Financial Committee in the review process for financial input. The Chairperson shall present any concerns, changes, or exceptions to the Board of Directors at an open session meeting. These two committees will be working together to try and make sure our contracts, agreements and proposals are in the best interest of our community. While the CPRAC will be reviewing the documents, the Finance Committee will look at the available funding. Together we will attempt to make sure contracts, etc. are complete from start to finish to reduce or eliminate change orders. As Chair of the Finance Committee I have always felt that saving money for Solera members starts with complete contracts. The Finance Committee is looking forward to working with the new advisory committee. ~ Marcia Casem Finance Committee Our New Resident Social Gathering was held October 9. I would like to thank all the new residents and the group/club leaders who attended. It was great getting to know our new residents better and helping them find out more about some of the great activities our clubs and groups have to offer. One of the highlights of the event was treating our new residents with a beautiful coupon book full of discounts for many of our local businesses. A huge thanks also goes to all our wonderful Welcome Committee members, Cindy Bice, Ellen Racobs, Christina Moore, George Vawter and others for all their time and efforts making this fun event happen. And since this is the season of giving thanks, I also want to thank one of our Solera residents, and the Executive Director of the Beaumont Chamber of Commerce, Bette Rader, and her staff for all their tremendous support with our welcome process. She and her staff keep us supplied with handy tote bags full of great resources that we provide our new residents. These bags contain business and restaurant guides, essential local contacts magnet, Beaumont city map and more. They are a huge hit with our new residents.
