Some deciduous trees have lost their leaves or changed color on the hillsides, and different f lowers are blooming in the reduced sunlight. In Ocean Hills we are celebrating with Hallowe'en, Dia de Muertos and other decorations and parties. The new Lanai has proven to be an excellent and popular venue for events. We will soon learn how successfully it will stretch the outdoor season with its f lexible accommodations. The final tallies are in on the Lanai construction. We spent a little less than $1.3 million on the structure and the installed hardware after various adjustments made during the construction process. We had minimal disruption of our other facilities, and in particular, avoided digging huge holes for caissons to support the steel building. (And we learned that granite is very close under the surface of our Clubhouse facilities.) There is broad agreement that it has enhanced the value of living in Ocean Hills Country Club. Much has been said about political signs in and out of our little walled enclave. However, I want to acknowledge the keen sense of humor of one of our residents whose red, white and blue sign proudly declares, "This sign will totally make you vote differently." Thank you for giving us a small opportunity to laugh at ourselves. We have been notified by the City of Oceanside that our application for a turf rebate has been accepted. Since it has been approved at $4 per square foot for a 48,000 square foot project, we stand to receive $190,000 which will enable us to pay for the relandscaping of the former turf area. This is conditioned on satisfactory completion of the project by early April. All technical work has been completed and the revised permit application to the City of Oceanside is ready for resubmission. The Board is working with Well Tec, the engineers and reaching out to others to complete the process and launch the construction phase after Thanksgiving. The Board met in executive session on Sept. 16 and took the following actions: • Approved the Minutes of the executive session on Aug. 12 • Approved warnings for three Stop sign violations and a speeding violation and issued fines for five Stop sign violations of $75 each • Reviewed delinquencies and denied a request for reversing fees and interest • Received a project update from Ken Wright • Approved final payment on the Berg Electric contract of $70,832 • Approved incentive compensation performance indicators for the General Manager • Authorized execution of a Securitas contract revision pending receipt of an executable document and meeting with Securitas representatives • Ratified a contract with West Coast Civil for a fixed amount of $25,000 • Ratified authorizing legal counsel to retain Diehl Architectural Group to assist in a pending dispute • Approved the installation of holiday lighting at the Clubhouse and the HOA office • Received a report from legal counsel of settlement with Iron Mountain well within pre-approved cost limits at $10,993 • Referred an issue regarding Lanai shades to the Community Services Committee • Reviewed the status of the Delos crib wall issues and communications with counsel • Agreed to a non-binding Alternative Dispute Resolution process regarding an ARC dispute provided it take place in San Diego County before a San Diego mediator • Reviewed the status of pool lighting repairs and related issues.
