FOUR SEASONS BREEZE | DECEMBER 2024 5 Message from the Board It's the happiest time of the year with all the holidays approaching, and it is also budget season. As you are reading this article, the 2025 Annual Budget should be in your mailbox. The Civil Code requires the Association to mail it by Dec. 1, so please take a moment to look it over. There is a wealth of information. The Board of Directors (BOD) approved the 2025 Budget in the November Open Session. This year, like other years, was a challenge to balance the budget and ensure all items are properly funded along with all the fun activities we all enjoy. As always, it is the Board's mission to keep our dues at minimum and this year was no different. There are three cost centers that comprise our Budget — the General, the Front Yard Cost Center, and the Springdales. All 1,853 homes pay into the General, and this is for all the common areas that are made up of the facilities and all the landscape that does not belong to homeowners. The Front Yard Cost Center is made of 556 homes that the HOA has a right of way to mow, blow, weed, tree trimming/removal, all irrigation repairs, and the water for irrigation and the Springdales are the 111 condos. Before I show the breakdown of the dues for 2025, there are several items to touch on. First, the makeup of the General Budget leaves very little wiggle room. Our vendor contracts such as Park West, FirstService, All About Cleaning, and others make up 88.85 percent of our operating budget. These contracts increase every year. The amount of increase to the operational budget is 1.7 percent, which equates to $4.10, the additional increase of $10.90 will go to the reserves. Let's start with the General Budget. This is for all 1,853 residences and the HOA fee is $298 this year. Last year the General HOA dues were $283, so a $15 increase will be effective Jan. 1, 2025. Next is the Front Yard Cost Center which pays the $298 HOA dues that the General Cost Center pays plus $92 for mow, blow, watering, tree trimming, and replacement of bushes, trees, and irrigation equipment. The total cost of the fees for the Front Yard Cost Center is $390 for the 566 homes in that Cost Center per month. The Springdales Budget is a little different than the General or Front Yard Cost Center. The only components for dues in the Springdales are the insurance on the condos which had a 20 percent increase and the reserves. The breakdown for each is as follows: Springdale Plan One: $298 plus plan insurance and reserve of $146.32 is now $444.32. Springdale Plan Two: $298 plus plan insurance and reserve of $159.41 is now $457.41. Springdale Plan Three: $298 plus plan insurance and reserve of $182.36 is now $480.36. The road repairs, which began in October and continue at this time, are in the fifth phase. Many of our streets have been milled and have had asphalt put in place. Other streets are still waiting for their turn at these processes while other streets are awaiting crack and seal and slurry near the end of the project in approximately April of 2025. There will be a break on the road work during the winter season before the final work is completed in April. Please continue to follow the directions of the road crew and our General Manager Eric Zarr on streets open or closed, parking restrictions, and what locations are next. The Four Seasons facilities are currently on winter hours: The Lodge is 7 am to 9 pm; The Courts is 8 am until 8 pm; and The Summit is 7 am until 7 pm. The heat at The Courts' pool was turned off Nov. 1, and will be turned on April 15, 2025, weather permitting. The heat for The Summit's pool will remain on throughout the winter season, and the pool and spa at The Lodge are closed for renovation and will open on April 15, 2025, after the renovations have been completed. The Ballroom will be very active the next month for all the holiday festivities, and the painting and carpeting will begin after the first of the year. If you haven't had the opportunity to have a meal at the Bistro since it was reopened under new ownership, please take the time to do so. The food tastes good, it's priced right with good portions, and the staff is friendly. Paulina and Juan, the new operators, thank all the residents who have supported the Bistro since it reopened and who have now become regulars and, more importantly, friends. The Board meets on the second Thursday of each month at 1 pm in the Ballroom. "Meet with the Board" is a more informal setting on the third Wednesday of each month at 2 pm in the Ballroom. This forum allows Board members present to engage in conversation with residents on almost any subject except for confidential issues under litigation or topics discussed in Executive Session of the Board.
