8 | THE COLONY NEWS | JANUARY 2025 | ACCESS CONTROL & SAFETY Security Statistics For November 2024, there were a total of 21,909 gate entries recorded, consisting of guests, recreational vehicles, vendors and golfers. Allied Security performed six property/residence checks and issued 53 citations for stop sign violations and seven speeding citations. There were 28 medical, fire, and police incidents. Allied cited 50 residents for various resident parking violations and guest/vendor violations. 56 residents were cited for putting trash cans out too early and/or not putting them away. 35 garage doors were found to be open and Allied made calls to each resident to advise them to close their garage doors. Allied responded to 79 miscellaneous incidents related to deceased residents, dogs (barking, lost, off leash), guests on property without resident, guest RV onsite overnight, signage (not allowed), solicitors, disorderly conduct, gate strikes/tailgaters, missing residents, reckless driving, trespassers, welfare checks, broken/burst water lines. During the last two months of this year, stop sign and speeding violations have greatly increased. Please take heed at all stop signs and watch your driving speed. As we all know, speeding and failure to stop at a stop sign is a safety issue. There are no sidewalks within our community, and thus pedestrian traffic and vehicles are sharing our roads at the same time. To take care of yourself and your neighbors and avoid any possible accidents or injuries, be sure to make a complete stop at all stop signs and obey the speed limit at all times. The following are the Rules and Regulations regarding these two violations. Stop Sign: Rules and Regulations, Article 4, Section 4.1.15 – The applicable rules of the road, as defined in the California Vehicle Code, shall be observed at all times. Violations may result in fines and/or penalties as specified in Article 8. Owners may be held responsible for violations by residents of their lot and their guests, vendors, and contractors. California Vehicle Code 22450 - Make a full stop before entering the crosswalk or at the limit line. If there is no limit line or crosswalk, stop before entering the intersection. Check traffic in all directions before proceeding. Speed Limit: Rules and Regulations, Article 4, Section 4.4 – The speed limit throughout The Colony is 25 miles per hour. Speed may be monitored by use of radar speed guns or other similar devices. Violations may result in fines and/or penalties as specified in Article 8. Owners may be held responsible for violations by residents of their lot and their guests, vendors, and contractors. RULES AND REGULATIONS Proposed new rules, or amendments to existing rules, require a 28-day member general notice (comment) period. e following proposed changes to "e Colony Rules and Regulations" have been approved by the Board to begin the general notice (comment) period. Any Member Comments regarding the proposed changes may be emailed to Kimberly Evans at Kimberly.evans@ pcminternet.com. Comments on the proposed changes will be submitted to the Board for its consideration. e purpose and eect of the proposed rule change is to uphold the City Ordinances, which does not allow residents to park in front of mailboxes as it impedes the mail carrier from driving up and dropping o mail eciently. In addition, exercising pets on a leash using a golf cart is not safe and could possibly cause the pet or resident to become injured or cause a vehicle accident. Proposed Amendments to Article 4 Add to Section 4.3 Resident Parking 4.3.__ No parking is allowed in front of mailboxes. Add to Section 4.5 Golf Carts 4.5.__ The exercising of pets (e.g., dogs) on a leash using a golf cart in any manner is prohibited in The Colony. e purpose and eect of Rule 5.1.2 Free Items is to create an avenue, which would allow residents to give away FREE items to the benet of interested residents. Proposed Amendment to Rule 5.1.2 Free Items 5.1.2 No more than once a year the Association may hold a private community-wide yard sale for residents and their guests subject to any reasonable limitation established by the Board. No private garage sales, estate sales, sidewalk sales and yard sales of any kind are allowed in The Colony except the private community wide yard sale. Personal items for sale, not being sold at the private community wide yard sale, must be shown by appointment only. FREE items may be put on a driveway between 9 am and 5 pm. FREE items not picked up by 5 pm must be brought back into the resident's garage and out of sight of the community. A first offense for items found on the driveway outside of this timeframe will result in a courtesy reminder letter. Continued non-compliance may result in a nuisance violation(s). FREE items referred to in this rule do not include those items awaiting pick-up by a donation entity or charity.
