Although the shortest month, February has a lot packed into it. It begins with Groundhog Day on the 2nd, which is when we nd out whether winter will last six more weeks. We in Four Seasons don't necessarily think this applies to us, although it is nice to look forward to warmer weather. February continues with Mardi Gras, e Super Bowl, Valentine's Day, Presidents' Day, and of course National Love Your Pet Day (the 20th). We are now into our 22nd year as an HOA community. With new residents arriving frequently, it is a good time to review a few specics. Let's begin with the Davis-Sterling Act. is was adopted in 1985 and applies to all common interest developments and condominiums in California. It establishes specic rights and obligations for HOA members and the associations themselves. e intention of the Davis-Sterling Act is to provide safeguards for members within community associations and to allow for self- governance by an elected board. is Act denes the dierences between Executive Board Meetings and Open Board Meetings as follows: Executive Board Meetings: ese are usually held before the Open Board Meetings. ey are closed to residents because they contain items of business that involve condential and/or sensitive information. is includes: 1. Litigation matters. 2. Contracts with third parties. 3. Resident Discipline. 4. Personnel matters. 5. Meeting with residents at their request. Open Board Meetings: Included in the Davis-Stirling Act is the Open Meetings Act. is is to ensure that HOA residents have the opportunity to attend Board meetings and observe the board's decision-making process. ey are usually scheduled aer an Executive Session. Any matter which does not constitute an Executive Session matter may only be discussed or acted upon by the Board at an open meeting. is is an opportunity for residents to speak. e Board is not required to respond, but may do so at times. In January, we began "Coee with the Board." is is an opportunity to meet with the people who represent you, to ask questions, make suggestions, etc. We plan to do this on an ongoing basis as a way to foster better communication with all of you. Security and safety of residents are very important. Our security company, Securitas, provides an important function, and we want to thank them for their service to all of us. e roving patrol keeps an eye on our community and will help as needed. e security guards at the front gate have orders to screen all visitors and verify the identity of everyone who enters Four Seasons. ey have a thankless job at times when there is a delay and some people become irritated when they can't enter ASAP. ese are the challenges of doing their job, and we thank them for their patience and perseverance.
