We are now in the half-year where there is more daylight than darkness. If you're a character in Phantom of the Opera, that is a bad thing, but for most of the rest of us, it is a good thing. Our solar rooop systems are now generating more generous amounts of electricity. Our drivers whose vision limits them to daytime are now happily out and about aer dinner once again. Please take advantage of the extended days and enjoy the outdoor activities. Our drought is not broken, but the moisture we have received recently has been very welcome. e late February showers alone provided nearly three inches of rainfall. at means that a single storm system dumped about 30 million gallons of water on our community, and much of it soaked in and is working its miracles. It also means that around three million gallons fell just on our golf course and even more on our other common area landscaping and your homes. From the standpoint of our master HOA budget, that represents water which would have cost us $80,000 from the City of Oceanside. It is more than pennies from heaven. We had expected that by the time you received the March issue of OHCC Living lake construction would have begun. While that did not happen, we have now gotten over all the City's hurdles and have our grading permit. It took a dizzying number of fees. We felt like we were trapped in the Master of the House scene from Les Misérables: "extra for the mice, two percent for looking in the mirror twice." We posted a $500,000+ bond, refundable deposits and a $25,000 non-refundable deposit. We are working on completing our negotiations with the General Contractor as I write this. Once again, weather permitting we will be watching for the bulldozer and dump trucks. Due to the continued delay in excavating the lake, we have worked with the City to extend the time limit for completing the turf removal and relandscaping project near the back gate. e recent rain has shown us where the turf is still viable and those areas will be spot treated. e relandscaping of the area in the Village of Majorca continues as the cobble-lled swale has been created to assist in absorbing rainwater. e Ad Hoc Committee on Electronic Infrastructure has continued its work and developed a Request For Proposal to submit to at least four interested companies, including Cox Communications. e RFP focuses on the specic needs of this community with its lack of sidewalks and common areas adjacent to the curbs. e Committee is providing reports to the Board at each Regular Monthly Meeting. e Board recently proposed revisions to the Operating Rules to increase the nes. ose have been circulated to the community and nal action on them is scheduled for the April meeting. Despite chatter to the contrary, nes have no impact on our $10 million dollar budget. Unfortunately, they were so low that they were only a minor nuisance. e average cost of a speeding ticket in California aer adding court costs and mandatory surcharges is $710. at is almost ve times our proposed $150. e safety of our community is everyone's responsibility, from protecting yourself to behaving responsibly for the protection of others. Blowing through STOP signs to arrive at the exit two seconds earlier doesn't meet that obligation, and your Board is trying to get the attention of those drivers to avoid a disaster. We want to recognize Greg Gamble for his tireless eorts and his resurrection of the Bingo Board. He is one of the many people who contribute daily to the quality of life here. e governing boards, the charitable organizations and the club boards and committees all provide satisfaction to the participants, but more importantly they make possible the enjoyment of all the rest of us. Please consider responding to the call for candidates for the Master Board or persuading one of your talented and experienced neighbors to do so. e Board met in Executive Session on Feb. 18 and took the following actions: • Approved the Minutes of the meeting on Jan. 13 • Approved the recommendations of the Citation Review Committee and levied nes for speeding and STOP sign violations • Reviewed delinquencies and agreed to waive two late fees • Reviewed a contract proposal from O'Connell • Approved ve invoices for payment to the City of Oceanside related to the lake construction • Authorized obtaining a performance bond for the City in the amount of $512,493 • Authorized the Ocers to execute permit-related agreements with the City • Approved a contract with MVM Environmental to provide required oversight of environmental conditions during construction at an estimated cost of $4,475 • Approved a contract with NOVA to provide geotechnical services as necessary during construction up to a maximum estimated cost of $36,930 • Reviewed several legal matters. • e Board met in its Regular Monthly Meeting on February 20th and took the following actions: • Approved the Minutes of the meeting on Jan. 16 • Approved the report of the Executive Finance Committee meeting on Jan. 27 • Approved the abbreviated nancials for December 2024 • Approved fund transfers exceeding $10,000 • Appointed new members to the Architectural Review and standing Advisory Committees eective March 1st • Authorized issuance of a corporate credit card to the Events Manager | OHCC LIVING | APRIL 2025 | 3 President's Message By Greg Kusiak, HOA President (2024-2025) Continued on following page
