I hope everyone is well. Time is f lying, and May is upon us as is summer. At the end of the month on Memorial Day, the Crystal Pool will open with the monitors here, so make sure to have your card. Guests are allowed only between 3 and 6 pm, and only six guests are allowed per house. The April party was fantastic! I loved the food and wonder who had the idea to have the pies and ice cream. Whoever it was, thank you because it was a great idea. Oh wait, it was me! The only thing in May is the Senior Health Fair on May 3, sponsored by the City of Menifee. Come on over because there will be lunch for the first 150 people, and it is FREE. Again, all the clubs are looking for residents to attend wood shop classes, lapidary, shuff leboard, and so on. Check the magazine for location and times they are open. Come by and look around. You can join and if you don't like it, try another one. We have such special things that you as residents need to enjoy, and we work very hard to make this a special place. As I relayed last month, I am doing a three-part series. To recap part one, we became a corporation in 1963, which gave us the ability to have bylaws. In turn, the bylaws gave us ability to have rules and regulations with actual CC&Rs as each tract was built by Del Webb and Presley. Each tract was between five and 660 homes built between 1962 and the 1970s. As soon as a tract was built, they filed the CC&Rs. Now, it is time for part two and the bylaws. The bylaws are considered the constitution or rule book of the Association with the main points about the Board structure, elections, meeting protocols, community rules, assessments, fees, and dispute resolutions. We have the ability to enforce these, which includes age verification and under age. The bylaws, like the CC&Rs, can only be changed by a vote of the homeowners of record. This, in and of itself, costs a lot of money. We just tried to amend the bylaws not long ago by adding it on the back side of our Board elections so it would not cost a lot, but we did not have enough vote on it, so it failed. We were not trying to change major things. Amending the CC&Rs and/or bylaws must be done by a large percentage of the homeowners of record. However, we do insert things into the bylaws periodically when something from the state comes down. The hierarchy is the Feds supersede the state, and the state supersedes us. If there are law changes, then we must put into the bylaws that do not have to be voted on. A prime example of this is the state decided they know better, that no matter what age you are — say 18 or 35 — and are on the deed, then you can run for the Board even though you are not 55. They made it so that anyone on the deed can run for Board — even if they live in another state, then we must accommodate them for our meetings if they get elected. You should be really upset over this law. I would be upset if anyone under 55 that is not living here ran for the Board. Another thing the state did is increase our cost of elections by $5,000-$10,000 more per year because of all the new steps enacted that require more mailers to go out. In the past, you could come by the office to fill out a form and you were put on the ballot. Now, we must send out a letter and then the postcard to the owners telling them who is on there. Also, we cannot do the mailings. Now, it must be sent by the third-party inspectors of election. Some of these things I get upset about, but things like this are put into bylaws. At the end of the bylaws, it says the last time they were changed was in 2013. I doubt that we will have any changes soon. Personally, I would rather not spend the money. We could use some of that to have concerts, dinners, and parties or other ways. Part three will be about the rules and regulations. Stay tuned for this because you will get a big surprise on who puts the rules and regulations in place and who formed them, especially the upgraded ones of 2019 and 2020.
