After four years we can finally say "We have a permit to construct the lake!" Now we are working on putting the finishing touches on our general contractor agreement. Once that is signed, it will take about five working days to launch the work. During the three or four months of construction the back nine will remain closed. This will also allow us to move forward with the turf replacement project near the back gate which relies on new fill from the lake excavation. Our Ad Hoc Committee on Electronic Infrastructure has prepared a request for proposal ("RFP") regarding the installation of fiber optic cable to our homes (FTTH). Four companies have confirmed receipt of our RFP and we are looking forward to their responses. We are now in the first month of our new fiscal year. Year- end results from Fiscal Year Ending 2025 will take a few weeks to complete, but we clearly had a good year. In particular, organizational improvements in staffing has improved productivity as well as performance while reducing costs more than $300,000. (That's about $15 per home per month.) That is not a feat that can be accomplished every year, but it is an outstanding recurring savings. We have recently had a spate of accidents that have taken out trees, totaled cars and injured their occupants. They are a reminder to be alert when at the wheel and obey all of our traffic rules. Most importantly, remain vigilant when walking around our beautiful community. Walk facing traffic, when possible. Stay in the walking path; those of you who choose to walk on the traffic side, whether to stay in the shade or for other reasons, are taking your lives in your hands. And especially if you walk at dusk, dawn or in between, wear ref lective clothing and carry lights — not to see, but to be seen. As cheap and bright as LED lights can be, there's no reason for you to loom up out of the darkness like a ghost — or to become one! And speaking of safety, we all owe a special thanks to our SERT Club for their excellent efforts to promote safety. In particular, their recent Town Hall on Fire Safety was excellent and well attended. It is playing on Channel 1960 if you missed it or if you want a refresher course. The Board met in Executive Session on March 17 and took the following actions: • Approved the Minutes of the meetings on Jan. 28 and Feb. 18 • Approved the recommendation of the Citation Review Committee and levied a fine for a STOP sign violation • Reviewed delinquencies and collection procedures • Reviewed issues with the implementation of the LPR system • Discussed issues of a new O'Connell contract • Discussed deal points of a General Contractor agreement • Reviewed a proposal to renew our annual insurance package • Accepted a proposal for quarterly power washing of the Clubhouse and steam cleaning of certain equipment by Solid Power for $6,300 annually • Approved soliciting a proposal from our current auditor for audit and tax preparation for Fiscal Year ending March 31, 2025 • Approved an engineering review of the condition of our pavement by AEC for $8,520 • Accepted a proposal from Resolution Hardwood Flooring to refinish Clubhouse f loors excluding Abravanel Hall for $11,100 • Approved reimbursing a homeowner $1,201.88 for damage to their vehicle by a gate arm • Reviewed several legal matters. The Board met in its Regular Monthly Meeting on March 20 and took the following actions: • Approved the Minutes of the meetings on Feb. 5 and Feb. 20 • Accepted Camp Pendleton Armed Forces YMCA Community of the Year Award • Approved the report of the Executive Finance Committee meeting on March 3 • Approved the abbreviated financials for January 2025 • Approved fund transfers exceeding $10,000 • Noted the boosting of reserves by $400,000 via transfer from equity • Approved filing a Notice of Default on Account #P280121611080 • Approved filing liens, when eligible, on Accounts #P280121602192, #P280121611072 and #P280121612180 • Reviewed the positive initial response to the f ling golf trial • Appointed California Elections Company as Inspector of Elections for the upcoming Director elections • Appointed Shively, Klatt & MCorvey to complete the annual audit and prepare the tax returns at a cost not to exceed $6,500 • Approved the renewal of the comprehensive insurance package for the new fiscal year at $106,891.95 • Accepted the proposal of Solid Power Washing for the Clubhouse area for quarterly service at an annual cost not to exceed $6,300 • Approved a contract with AEC Pavement for the evaluation of the pavement in the development and preparation of bids at a cost not to exceed $8,520 • Accepted the proposal from Restoration Hardwood to refinish various f loors in the Clubhouse other than Abravanel Hall at a cost not to exceed $11,100 • Reviewed proposed changes to the Operating Rules and approved them, then tabled them pending the mandatory review period • Accepted the resignation from the Board of Mariann Michaels with thanks for her service.
