6 | THE COLONY NEWS | AUGUST 2025 | BOARD OF DIRECTORS MEETING HIGHLIGHTS: JUNE 19, 2025 Highlights are a condensed dra of the Open Session minutes. Aer review and approval by the Board at the next meeting, the minutes will become ocial. Changes to the "Highlights" may occur. A complete copy of the approved minutes is available in the HOA Oce. Majestic Asset Management Litigation: A hearing is scheduled for Aug. 20, 2025, regarding the new $1.5 million fraudulent lien that Majestic Asset Management filed against the golf course in March 2025. Golf Course Foreclosure: The Board is awaiting the sheriff 's office determination of the golf course foreclosure date. Bosworth vs. e Colony et. al.: The Judge ruled in the Association's favor in the Glenn Bosworth vs. The Colony lawsuit. The Association is seeking attorney's fees over $40,000+. A hearing on this matter is set for July 10, 2025. 2025 Board Candidates: President Dalfonso informed the membership that three Board seats are available. He introduced the 2025 Board candidates: Michael Fisher, Glenn Gerber, Pat Kight, Bob Miller, and Pam Vliss. The "Meet the Candidates Forum" will be held on Aug. 26 at 5 pm and the Annual Meeting of the Membership and Election of Directors will be held on Sept. 25, at 1 pm, both in the Clubhouse Auditorium. Homeowners Association EIN #: President Dalfonso stated that it has come to the Board's attention that some Clubs have been using the Association's Employer Identification Number (EIN #). He emphasized that Clubs are strictly prohibited from using the Association's EIN for any purpose and must obtain their own EIN. Front Yard Watering Update: Landscape Superintendent Anthony Reynoso informed the Membership that reports claiming the Association waters only once a week are incorrect. The Association currently waters the turf three days a week, adjusting schedules to match weather patterns and temperatures. Managing irrigation is complex, with 48 controllers in operation. Staff reviews monthly water reports to ensure efficiency. In response to rising evapotranspiration (ET) rates that push usage into higher billing tiers, the watering schedule was increased from three days a week to daily watering. The shrubs are maintained on a five-week trimming cycle. The Elsinore Valley Municipal Water District will hold a public hearing on June 26, 2025, to discuss proposed adjustments to water, wastewater, and recycled water service rates. June 2025 Golf Course Subsidizing Request: The Board approved the June 2025 subsidy request for the golf course in the amount of $56,673. The subsidy will be used for the final irrigation audit payment, insurance premium increases, descaling of the sewer line, slope clearance, chipping of course green material and renting a utility vehicle to remove brush and tree cuttings. July 2025 Golf Course Subsidy: Since the Board will be dark in July, the Board approved a "not-to-exceed" golf course July subsidy of $30,000. Approval of the April 2025 FYE Treasurer's Report: The Board unanimously approved the unaudited April 2025 FYE Treasurer's Report as presented. Total Operating, Reserve Liabilities and Equity is $5,866,000. 5.8 Pets Rule Amendments, Final Adoption with Amendment: The Board approved the final adoption of the 5.8 Pets rule amendments, omitting the proposed language regarding retractable leashes. The Rules and Regulations Advisory Committee will revisit language for retractable leashes. Resignation of Yolanda Martinez, Landscape Advisory Committee: Board Liaison Matteucci announced the resignation of Yolanda Martinez from the Landscape Advisory Committee. Yolanda served as the Committee's Secretary and has been an invaluable member. She will be greatly missed. 2025 Area Walk Plantings: The Board approved the 2025 Area Walk Planting proposals from Environmental Concepts Landscape Maintenance for a total cost of $30,717.25. Fitness Room Equipment Proposals: The Board reviewed three proposals to replace 10 pieces of cardio equipment in the Fitness Room and approved the proposal from Dumbbell Man at a total cost of $83,630. Article 8 – Fines and Penalties Amendments, 28-Day Member Comment – Tabled: The Board tabled the amendments to Article 8 to revisit the proposed language. Proposed New Rule 18.4 Mosquito Netting, 28-Day Member Comment: The Board approved publishing Proposed New Rule 18.4 - Mosquito Netting for 28-Day Member Comment. A final ruling will be made at the September meeting. 25.1.4 Solar Light Amendments, 28-Day Member Comment – Tabled: The Board tabled the amendments to Rule 23.1.4 to revisit the proposed language. Pool Lighting Replacement: The Board approved Sun-Tech Builders proposal to replace pool lighting at a cost not to exceed $7,844. Irrigation Controller Electrical Pedestal Replacement: The Board approved Sun-Tech Builders proposal to replace the irrigation controller electrical pedestal at a cost not to exceed $5,675.
