FOUR SEASONS BREEZE | NOVEMBER 2025 27 Landscape Committee A New Challenge for the Landscape Committee Change is the only constant — and our committee is experiencing one now. As we move forward, let's revisit the core purpose of the Landscape Committee: to provide recommendations to the Board regarding all Association-maintained landscape areas and to collaborate with the landscape vendor to monitor conditions. In practice, this means overseeing not only the lawns of individual homes we maintain, but also addressing all landscape-related concerns throughout our shared common areas. You've likely heard about the recent updates to fire regulations in California. On July 17, 2025, the City of Beaumont formally adopted these changes. While we're still awaiting the official regulatory code, this marks a significant milestone in our ongoing three-year effort to comply with Riverside County Ordinance 787. For reference, this ordinance was enacted to implement Assembly Bill 3074, passed in 2020, and further reinforced by an Executive Order signed in February 2025 — all aimed at mitigating wildfire risks. Although the specific enforcement measures from Riverside County and the City of Beaumont remain uncertain, one thing is clear: California is taking wildfire prevention very seriously. The Ad Hoc Wildfire Mitigation Committee has recommended that our initial focus be on the Very High Fire Hazard Severity Zone, also known as the Red Zone for both residents and the HOA. The first step for the HOA is to assess which common areas fall within this zone. To carry out this assessment, the Landscape Committee — alongside Park West and a retired fire captain — has been tasked with walking the zone and providing their recommendations to the Board. Based on these findings, the Board will be able to establish a phased budget plan, spread over three years, to avoid concentrating the financial impact in a single year. The Landscape Committee is actively preparing for its new assignment through special planning meetings, training sessions, and homework assignments that include educational videos and reference materials. As part of this effort, we will be aligning our work with Cal Fire's Defensible Space Requirements — many of which are already incorporated into our regular maintenance program. Our committee meets on the third Tuesday of each month and warmly welcomes visitors, residents with landscape concerns, and anyone interested in joining. Together, we remain committed to preserving a lush, green environment while enhancing the safety of our community. ~ Cathy Goldsmith, cathyhg13@yahoo.com Finance Committee Budget is the focus for the Finance Committee over the next few months. We spend time reviewing all our accounts and historical data for the last year to determine needs for the community. Be assured that we are concerned about your HOA fees as we prepare the budget and review the fees. My committee always works hard for the benefit of the community. The financial statements for August 2025 were reviewed and recommended for Board approval. In addition, the committee reviewed expenditure proposals for various recommended projects in the community. We also reviewed investment recommendations to move maturing investments to higher yield FDIC insured instruments. Highlights of the July financial statements are: Total Cash is $11,622,869 including operating cash funds of $2,261,915 (checking and CDs) and reserve account funds of $9,357,134 and reconstruction funds of $3,820. Our total year-to-date current income is $12,114. Homeowners are welcome to join us at the Finance Committee's regularly scheduled monthly meetings held on the last Tuesday of each month. Our next meeting is Tuesday, Nov. 25 at 1 pm in the RCN Conference Room. We review and discuss many issues that you may have questions about. Residents are welcome to attend one of our meetings to become more familiar with our finances. At the beginning of each meeting, we allow three minutes per homeowner not to exceed 30 minutes in total for comments.
