8 | Four Seasons Hemet Herald | JANUARY 2026 | AB 1572 Compliance Brings Landscape Updates to Four Seasons On Oct., 13, 2023, California passed Assembly Bill 1572, a state-wide water conservation law. This law bans the use of potable (drinking) water to irrigate decorative or non-functional grass in commercial, industrial, institutional properties. Nearly 64,000 square feet of turf in the Four Seasons' HOA and SBA has been identified as "non-functional" – and as such must be remediated to conform with this legislation. Not to worry! Our management and Landscape Committee has been actively studying the new law and working with EMWD (our local water provider) to identify turf that needs replacing with low-water use landscaping. Further, the Landscape Committee has been working with Harvest, our landscaping company, to develop beautiful alternatives. Generous Rebates Can Be Ours! To help property owners comply with AB 1572, both the State and EMWD are currently offering generous rebates to convert spray- irrigated turf to drip-irrigated waterwise landscaping. In combination, the rebates come to about $11 per square foot for area irrigated with potable water. At this level, the rebates will pay for the total cost of relandscaping. While the potable water areas have the highest rebates, there are also rebates for turf watered with reclaimed water. The only downside is that our rebate applications must be turned into EMD by Feb. 6, 2026. Like most water conservation rebates, there is a limited amount of money available and the first applications are most likely to get the funding. Fortunately, both the Landscape Committee and management have worked through the preliminary steps of the process. Not only do we have a plans in place, but we have also allowed time for community involvement. Here's Where You Come In As a part of this process, expect to see an invitation to a Community Meeting on Jan. 29 at 2 pm. where you will have a chance to weigh-in on the new look for areas of Four Seasons. While you might love the look of turf, the Landscape Committee and Harvest have put considerable time and effort into making aesthetically pleasing choices. It's our hope that your choice will be difficult because you'll like all of the new designs too much to simply choose one! Know Plants? Want to Make a Difference in Our Community? Join Us! The Landscape Committee has an opening. Applicants need a knowledge of plants, be comfortable using a computer/mobile phone, and be able to walk easily. Landscape Committee We hope that you had a great holiday season and you are looking forward to another new year. In previous articles, they listed the many projects that were recommended to be repaired or purchased to our Board for consideration and we are proud of the work that so many helped to make those changes. Some of the projects completed last year were AC units in The Lodge and resurface of the pickle ball and tennis ball courts. We are looking at more projects and will research them so recommendations can be made to the Board. Teams of two committee members are given a certain month to inspect facilities and report back. They are given a specific list of items to look at. Once items have been identified it is reported to the committee where they look to finding a solution. Sometimes it's a simple repair, a Work Order is generated and maintenance will take care of it and sometimes we need to replace or update to something newer. It is always decided with how much is it going to cost and finding the best way to get the job done. We are always open for suggestions from our residents and you can do it very easily by filling out a Facilities Committee Form at the front desk or the form is available on the Four Seasons homeowner's portal in the document section. Be patient, sometimes it takes time to get thru the proper channels and trying to find the best solution can take several meetings before we have decided what to do.
