e Season of Change As I walk through our beautiful village, I'm reminded of how each season brings new colors, shiing temperatures, and ongoing projects. It's worth pausing to appreciate the remarkable place we live in and the wonderful community we share, embracing both our common ground and our dierences. e blue skies and diverse landscape highlight this constant change. In the coming weeks, the lake will be full, allowing us to restore our grounds and fully integrate it into the golf course and community. As one major project concludes, another begins. e one constant is change, and more change is coming. Our more-than-40-year-old village requires continual updates to prepare for the future. e next step is bringing high-speed ber-optic internet to every home at a signicantly reduced cost through bulk purchasing. is project is moving forward thanks to strong voter participation, and I thank everyone who took part, regardless of how you voted. Our conversation on the ber-optic conversion has started with COX and we hope to have a signed contract ready soon. Once we have signed a contract it will take about two months for the initial switchover to happen when your HOA fees go up and your direct payments to COX stop. For many of us this will be a signicant monetary saving each month. If all goes according to plan the switch over should happen around the rst of July. As this project proceeds, we will keep you informed with at least monthly reports. Another project that is ongoing is the removal of grass (referred to as turf panels) throughout our property. is project is mandated by California law AB-1572 requiring us to remove almost all common grass areas, except for the golf course. We will be replacing the grass areas with trees and low water use ground covers. is project must be completed by January of 2029. e Master Board March Summary of actions: e Board convened a Special Open meeting on March 12 and took the following action. Appointed Don Lopez to the Board of Directors vacant seat. e Board met in Executive session on March 16 and took the following actions: • Approved the minutes of the Executive session on Feb. 17 • Reviewed and took disciplinary action on three failures to stop citations and one trash in view of street citation. • Approved the recordation of a lien and initiation on foreclosure when eligible on one property and waived late fees and pre-lien fees on two further properties. • Discussed the March 19 Cox/ber Association election • Reviewed and discussed three Groundforce change orders • Reviewed and discussed a Wel Tec change order • Reviewed and discussed a Baker Electric change order • Received a presentation from the Image and Marketing Committee regarding Clubhouse signage • Reviewed and discussed a request from the Village of Cyrus regarding water allocation billing e Board met in Regular session on March 19 and took the following actions: • Approved the minutes of the Proposed Budget meeting on Feb. 12, the Regular session on Feb. 19, and the Special Open meeting on March 12 • Approved the minutes of the Executive Finance Committee meeting on Feb. 24 • Approved the abbreviated nancials for the period ending Jan. 31, 2026 • Approved funds transfers exceeding $10,000 • Approved a request to change the Operating Rules language to reect the golf course start time to 7:50 am and for the change to be distributed to the community for a 28-day review period. • Approved the "option two" proposal from the Landscape Committee for turf panel one that does not include a decomposed granite path for $109,542.36. e proposal for turf panel three was tabled to include a monetary quote for the next submission. • Ratied the approval of three change orders from Groundforce regarding the lake project for $13,986.70 for rock screening and removal, $8,235.37 for various mechanical parts and labor, and a credit of $7,670 for unneeded purchases of additional rock. • Ratied the approval of a change order from Wel Tec regarding the lake project for $9,066.22 for a lake level electrical switch system. • Ratied the approval a change order from Baker Electric regarding the lake project for $6,450 to repair electrical lines | OHCC LIVING | MAY 2026 | 3 President's Message By Don Williams Continued on next page
