FOUR SEASONS BREEZE | OCTOBER 2026 5 I would like to cover some items that were addressed by homeowners during the three-minute homeowner input at the August board meeting. Typically, Eric will send the BOD response to the homeowner that addressed a concern, but everyone else in the meeting never hears the outcome. Going forward, we will publish concerns raised at the monthly BOD meeting, and response, in the daily report. One speaker addressed the dissolution of two committees and questioned why members were not notified prior to the announcement. Because this item needed to be voted on by the Board in an open session, it would not have been possible to notify anyone prior to the outcome of the vote. It was not an optimal way to provide notice, however, in this case, because of the necessity of the vote, it was not possible. Two speakers were concerned at the placement of the new off leash location and the reasoning of the Board. The Board convened a subcommittee with members from Community Planning, Tails and Trails and Canine Corral to investigate and make recommendations for the new site. It was determined that the current site is not being used due to the no grass and decomposed granite, lack of parking, and the slope. Several sites were investigated prior to three being recommended. The Board researched dog park locations and determined it was not conducive to have it at either of the facilities requested and chose the third recommended site, which was Green Creek Trail. Other concerns for the Board were the shortage of parking at the Summit along with another group already utilizing the grass area three days a week. Both facilities requested would require a guideline change allowing animals on the property. Green Creek Trail location was picked for several reasons. It is adjacent to a walking trail for an easy walk, along with street parking near the park. It has the grass required and space for fencing and met the request to create a smaller park. Because of the size indicated, there is one home that will be a minimum of 80 feet from the park. Below in italics is the proposal, unedited, provided by the subcommittee with three options provided to the Board for consideration along with a list of other potential sites. Community Planning Committee (CPC) Ad Hoc Sub-Committee for New O Leash Area BACKGROUND: In October 2025, a new CPC Sub-Committee (SC) was formed for the purpose of identifying possible new locations for an o- leash area for pets. Members were from Community Planning Committee and Canine Corral Council as well as members of the Tails and Trails group and residents at large. e SC's purpose was to address the following major issues identied with the existing Canine Corral located on the south side of Breckenridge Ave mid-way between e Courts and Harvard Peak. · No grass, only decomposed granite over a dirt surface · Sloping grade · No parking · Area is bigger than needed e existing Canine Corral is divided into two separate sections, the east section of approximately 6,400 sq. . for dogs over 25 pounds and a west section of approximately 5,760 sq. . for small dogs. Feedback from the Canine Corral Council members indicate that even the smaller area of the existing corral is more area than needed for an o-leash area and separation of dogs by weight is arbitrary and not necessary. e SC viewed and surveyed 18 dierent existing recreation/ open space areas within the community. From 18 locations, the SC narrowed the list down to the 3 best locations for a new o- leash area. Fieen locations were eliminated due to the following reasons: too small of an area, no parking, immediately adjacent to homes, no turf or extensive reconstruction or relandscaping required (most of e Court's area). See attached list of all surveyed locations. FINDINGS: Only three locations within the community were determined to have the criteria mitigating the major issues of the Canine Corral: level surface; existing turf with irrigation; parking and adequate space. ese are (please see attached map): 1) Lodge - green belt on the east side of the Potrero trac circle 2) Summit – one-third west portion of the interior fenced greenbelt area 3) Green Creek Trail – pocket park at the southeast end across from Trail B opening e Lodge area is preferred by the SC because of the three large, mature trees that provide shade in this green belt area, the greatest number of parking spots nearby and the proximity to e Lodge. is area is in view of the main entrance to the community and may require more fencing and landscaping to mask its location from vehicles as they navigate the Potrero trac circle. e Summit's current green belt area is behind the existing perimeter wrought iron fence. e best location for an o-leash area would be to designate adequate green belt area immediately closest to the parking lot within the existing perimeter fence and to install another interior fence line to separate the o-leash area Message from the Board By Kathy Craven, Board Vice President Continued on next page
