A From the Board of Directors very Happy New Year to you, and thank you for taking the time to read your community News Magazine. We trust that you had a most enjoyable holiday season with family and friends. As we usher in another new year, we have some important information to share with you. Many of you are probably aware that there has been a long-standing struggle waged between the residents of Reinhardt Canyon and several developers seeking to build housing projects that were not compatible with traditional land use in the Canyon or appealing to the existing residents and ranchers. Several years ago our Four Seasons community became involved in efforts to preserve the canyon and protect it from objectionable development. In fact, it was this very issue that initially gave rise to our Community Awareness Committee. Currently, there is a Riverside County General Plan Amendment (#960) that is working its way through the review and approval process. If adopted, it would restrict any future development to five acre minimum parcels on the canyon floor and 10 acre minimum parcels on the hillsides. A majority of our residents have signed petitions supporting this standard and opposing previous higher density projects that have been proposed. A major sticking point for any new development is an alternative emergency access and Four Seasons is the linchpin in this regard. Recently, your Board of Directors was contacted by Riverside County 3rd District Supervisor, Jeff Stone, with an offer to broker a compromise alternative development proposal that is uniquely different from any that we have previously seen. There are some aspects of it that are appealing, but any compromise will involve some "give and take." We have communicated to Supervisor Stone that we, as a Board of Directors, cannot legitimately speak for all of our residents in matters such as this. In response, he has offered to participate in a Town Hall meeting here at Four Seasons to provide an opportunity for existing canyon and our residents alike to learn about this alternative proposal and the concessions being offered. He will invite representatives of all the appropriate county departments to attend and address any concerns the community may have regarding this proposed development. If we accept the premise that eventually some kind of development will occur, your Board of Directors prefers our community to be a "part of the solution" that helps achieve the goal of a quality development that would be adjacent to our back door as well as compatible with the surrounding area. Accordingly, we have sent a letter to Supervisor Stone, making no commitments or promises, but accepting his offer to participate in an information-sharing Town Hall meeting. In the event that the meeting actually occurs, it is our intention to ensure that any representatives of the canyon residents and/ or ranchers with opposing positions will also be participants. At this writing the ball is in Supervisor Stone's court. The purpose of this message is to provide the same information that your Board has to all our residents.
