COMMUNItY NEWS | FOUR SEASONS BREEZE | FEBRUARY 2014 5 HOA Board & District Delegate Elections By Leighton McLaughlin A Meet the Delegates night will be held Wednesday, Feb. 12 in the Lodge to introduce candidates for district delegate in the Feb. 17 election. Once elected, the delegates cast the votes that elect the Board members. The delegates act much like members of the Electoral College in U.S. presidential elections – with a big difference. Delegates from districts that fail to have a majority of households cast ballots can vote the districts' total voting power as they see fit. It is important to select delegates carefully because of the real possibility one or two of them could decide an election. The delegate position is important, but does not require a great deal of time. The only duty is to vote for Board members. A delegate and alternate will be elected from each of Four Seasons' 13 districts. (See the accompanying chart to locate your district.) The alternate acts only in the absence on the delegate. A nominating committee sought candidates, so a full slate of delegates is expected to run. How many, if any, of the districts will have contested elections is unknown because the Breeze went to print before the Jan. 17 deadline to file to run. Members of the nominating committee were Don Fant, Bev McLaughlin and Lynette Simonson. Ballots for the delegate election will be mailed the week of Jan. 27. The first election for delegates will be held Feb. 17. Districts that fail to meet a quorum of 50 percent of homeowners casting ballots on Feb. 17 will participate in a second delegate election on Feb. 21, when the quorum will be reduced to 25 percent. Homeowners may cast their ballots in person the day of the elections, but they are encouraged to mail them in earlier so it can be determined if a quorum has been reached. The Board will appoint delegates for any district that does not meet the reduced quorum. Once the delegates are selected, the Board election will begin. Applications to run must be submitted by March 9. Ballots will then be mailed to homeowners. There will be a Meet the Candidates night for the Board, but it has not yet been scheduled. The ballots will be counted at a Delegate's Meeting on April 15 and the delegates will cast them at the HOA Annual Meeting on April 17. In districts that meet the 50 percent quorum rule, the delegate is obligated to vote all the districts voting power in the proportion of the votes cast. For example, a district with 90 voters, in which a majority of 60 cast ballots – 40 for candidate A and 20 for candidate B – the delegate has no choice and must cast 60 votes for A and 30 for B. In a district that fails of quorum, the ballots are not counted and delegate can cast all 90 votes as he or she sees fit. As in the delegate election, homeowners are permitted to turn in their ballots at the Delegate Meeting, but are encouraged to mail them in earlier because of the quorum requirement. Two of the three homeowner seats on the HOA Board are at stake: President Jacque Sneddon and Treasurer Wayne Staples' terms are expiring. Sneddon has said she plans to run for re- election; Staples has not yet decided. Vice President Loren DuChesne has another year of tenure. Feb. 12, "Meet the Candidates" night in the Lodge.
