Although we are not quite as bad off as the Ancient Mariner we obviously need to acknowledge the number of warnings and declarations relating to the current drought conditions we have received. A recent article in the Record Gazette says, "This past year California experienced the driest calendar year on record, and weather conditions in early 2014 and going forward do not look very favorable toward receiving adequate precipitation." It goes on to point out that the Pass region's normal annual precipitation is approximately 19 inches. In 2012 we only got 12 inches, in 2013 only 6.5 inches, and since July 1 we have only received 3.6 inches. The article also points out that the majority of our water supply comes from ground water. As of now our ground water levels are stable. However, the California Department of Water Resources has announced that instead of the normal 60 percent allotment we receive from the California Aqueduct system this year the allotment will be zero (0%) percent. These conditions are not just a Pass region problem. They are plaguing the whole State. That is why Governor Brown declared a statewide drought emergency and called for Californians to voluntarily cut their water use by 20 percent. In addition to the lack of precipitation, the City of Banning, through previous adjudication, will lose up to 50 percent of our current ground water allocation at the end of 2014. Also the City has been mandated by the State to cut consumption by 10 percent in 2015 and by 20 percent by 2020. Combined with the City's inability to provide recycled water, and a flume project that is several years away from being any help you can see why the Board made water conservation an important part of the Sun Lakes Strategic Plan developed last year. More evidence why something has to be done can be seen in our current budget dilemma. During the winter months we rely on seasonal rains to budget less monies for irrigation. The lack of precipitation in January caused irrigation water to be about $44,000 over budget. If this continues you can see the need for action. Worsening conditions have led us to take a pro-active approach in our planning and preparations. First, management has been asked to prepare a Water Utilization Plan designed to reduce our water consumption by a minimum of 20 percent, hopefully even more. The Plan will address three areas, common areas , golf courses, and community education. The plan is in process and we should have something to report on within the next 60 days. It is anticipated it will identify locations to convert to drip systems in both common areas and the golf courses. We also are looking for areas where turf can be converted to drought tolerant and low maintenance plantings. Finally, a community education program will be developed and initiated to inform the community of ways to they can personally save water. The Board placed money in the current budget to begin a program of irrigation and landscape conversions. Our first action was to hire a landscape contractor to redesign the 26,000 square foot area adjacent to the 10th tee of the Championship course. It should be completed by the end of this March. We look forward to resident comments once it is completed. Additionally, the Board is deliberating on the Master Architectural Committee's recommendation to allow artificial turf in front lawns. The recommendation has been published for public comment and will be on our March 20 agenda. These are things the Board is doing to address a continuing drought situation. What are you doing personally? Are you turning off your controller for a day or so when it rains? During the cooler months are you cutting down on the time you are watering? Are you monitoring your irrigation and avoiding runoff as much as possible? Are you sweeping your patios and driveways instead of hosing them off? Have you converted from spray heads to drip systems for your trees, shrubs, and flowers? If you have not done any of these things you are wasting money, and that is your business. More importantly, you are wasting water, and that is everybody's business. If you want to know more about the water problems facing the Pass area come to a Town Hall Meeting on March 27 at 6 pm in the Main Clubhouse Ballroom. People from the San Gorgonio Pass Water Agency and the City will be there to explain and discuss the issue, and what you can do to help. I look forward to seeing you there.
