We are in the midst of one of the worst that we have seen in many years, perhaps decades, and there is no end in sight. As individuals we have a personal responsibility to reduce our water usage in every way we can. As members of a Homeowners Association we are impacted across the board. On July 21, 2014 the Governor signed into law what is called AB2100. This law overrides Homeowners Association CC&Rs that prohibit the installation of certain plants and also effects mandated landscaping (grass) upkeep. It immediately prohibits an association from imposing fines or assessments for lack of grass watering during the time that the drought emergency is in force. Recently I requested that a meeting involving board members, the chairs of our Architectural Review, Landscape and Facilities Committees and members of our Euclid Management team. The purpose was to exchange thoughts and get everyone on the same page. In this issue of the Four Seasons Hemet Herald each of these entities has included a message that speaks to this most serious matter. These messages can be found (here) and on pages 6, 12, and 13. Please take the time to read them and govern yourself accordingly. At the end of the day, water conservation is a personal responsibility. However, we must also get on board with this reality as a Homeowners Association. Accordingly then, consistent with the requirements of AB2100 there will be no fines levied against those who allow their lawns to go dormant. However, we are not going to abdicate our responsibility to try and keep our community green. Please know that if and when the emergency legislation is lifted, it will be the personal responsibility of every homeowner who lets their lawns go dormant, to restore them to their pre-drought emergency condition. There are any number of common sense steps we all can take to keep our community green while using less water. We must, we can, and we will!
