Completion of this phase must be inspect- ed by the Association for compliance before the next phase begins. Code Enforcement must be notified when this phase is completed and the Association will complete its inspection and inform the homeowner of the result. If the Association fails to provide this inspection and report within two (2) full working days of the notification by the homeowner, the homeowner may proceed to the next phase. (g) A minimum of three (3) inches of compacted aggregate base must be placed over soil stabilizing fabric. The fabric must be non-woven, highly permeable and not impact near- by drainage solutions. Completion of this phase must be inspected by the Association for compliance before the next phase may begin. Code Enforcement must be notified when this phase is completed and the Association will complete its inspection and inform the homeowner of the result. If the As- sociation fails to provide this inspection and report within two (2) full working days of the notification by the home- owner, the homeowner may proceed to the next phase. (h) There must be a minimum 24" radius area around each required tree or trees that is not covered by the artificial turf. This area must be finished as described in the homeowner's approved application. (i) There must be a minimum 36" buffer zone between the artificial turf and any neighboring property that does not also have artificial turf installed. These zones must be land- scaped in accordance with the homeowner's approved appli- cation. (j) The artificial turf edging at the boundaries of the in- stallation and the trees and buffer zones must be "hidden" or "rolled", natural in appearance and surfaces must appear seamless. (k) The turf must be securely and essentially invisibly se- cured to prevent lifting, curling or shifting in the weather and wind extremes of Banning. (l) Total surface installation must be water permeable with a minimum 25 inch per hour permeability rating. (m) As with all exterior modifications, Code Enforcement must be informed of project completion so that a final com- pliance inspection may be completed by the Association. (5) Maintenance: (a) As with natural turf, artificial turf installations must be maintained free of debris to the same extent that natural turf lawns are in Sun Lakes – roughly achieving the effective- ness of the approximately weekly mowing of natural turf in controlling the accumulation of leaves and other debris. (b) Artificial turf must be kept free of weeds and noticeable odor caused by decomposing organic debris. (c) Any leaves, twigs, animal droppings or other debris swept, raked, washed or otherwise moved from turf to community sidewalks, gutters or streets must be immediately picked up and properly disposed of by the homeowner. (d) Any in-fill material that filters from the turf to adjoining areas must be cleaned up and replacement in-fill added as necessary to maintain appearance. (e) All installations must appear natural at all times. Any deviation from a natural look due to improper installation or inadequate maintenance is a violation of these standards. (6) Conditions of Approval: (a) No Master Architectural Committee approval will be con- sidered final until the homeowner and all adjacent neigh- bors have signed the "Sun Lakes Artificial Turf Installation Considerations" document available in the Administration Office and shown in Appendix D. (7) Exceptions and Special Considerations: (a) Backyards: These standards apply to front and visible side yards. Back yard requirements may be much less restric- tive (e.g.: buffer zones may not be required when fences sepa- rate neighboring properties). (b) Sub-Associations: Condominium owners cannot modify front yards so any front yard artificial turf installation re- quests will be made by the sub-association. In this case the sub-association will be considered the "homeowner" and subject to these standards except that modified inspection procedures and application fees may apply as determined by the Master Architectural Committee. (c) Zero- and Z- Lot Lines Properties: In lieu of the 36" buffer zone, the entire "easement" area will be treated as the buffer zone on the easement side of the lot, with the 36" buffer ap- plying to the other side. PROPOSED RULE CHANGE NOTIFICATION 14-013 The Board reviewed the following proposed amendment, to the Sun Lakes Country Club Homeowners Association General Statement of Rules and Regulations (revised May 2014 edition), that appear on the Association's website (sunlakescc.com) and are available in the administration office (please reference Article V – Property Services / Section 5.02 – Pets), at its July 17, open session meeting. The Board will vote upon the proposed amendment at its Oct. 16, Open Session Meeting, following publication. If the Board votes in favor of the proposed rule change it would go into effect Oct. 31. It is being proposed that the bold, italic and underlined print below be added to the Association's aforementioned Rules and Regulations to better define the Association's rules pertaining to pets. 11. Dog "walking" any pet using a vehicle within the Association is not permitted. "Vehicles" are defined as cars, trucks, golf carts and bicycles.
