By Leighton McLaughlin Three women have filed to run for the Homeowners Association Board: Barbara Kwiatkowska-Amerton, Candace Parrish and Jean Sandoval. Profiles of them are below. They are competing to fill the seat being vacated by Loren DuChesne, who is serving as vice president and secretary. He has served six years on the Board. Ballots were mailed to homeowners on March 16. They must be returned by April 14, the day they will be counted at a meeting of the district delegates in the Lodge. Due to a rule in our CC&Rs, the delegate from any district where a majority of its homeowners do not vote can cast the district's total voting power as he or she sees fit. That makes it possible that a single delegate could decide a close election. In hopes of avoiding that, the Board has approved incentives to encourage voters to turn out. There will be drawings among the voters in the three districts with the highest percentage of homeowners voting over quorum. The highest voting district will draw for $300, the second for $200 and the third for $100. The Board has seven members, four appointed by builder K. Hovnanian Homes and three elected from the community. That will change at build-out, when all members will be elected from the homeowners. The two homeowner Board members not running for re-election each have a year left on their terms. They are President Jacque Sneddon and Treasurer Wayne Staples. "Selection of committee members should be open to the public," she said. "Homeowners' representatives should be included and should be chosen by lottery from among volunteers. Thus far, the committees' members, a total of about 85, have been chosen by the… Directors on the Board." "At the end of the committee members' tenure, others should have an opportunity to apply for the position, not as it is right now, that Jean Sandoval is running on a platform of "connecting." If elected, she hopes to improve communication between the Board and homeowners and will hold a monthly "Meet with Jean" session to listen to the concerns of residents. She feels her experience as secretary of one committee, chairperson of another and member of yet another has given her good insight into the workings and needs of Four Seasons. She chairs the Emergency Preparedness Committee (she developed the Resident's Emergency Handbook we all got in the mail) and is secretary of Candace Parrish would like to have better communication between the Board and residents. She suggested a "State of the Community Address" every six months or so to update homeowners on what's happening in Four Seasons. The address could take the form of a town hall meeting, she said, to "have the Board let us know what they see in the future." She has considerable experience in community associations. She was on the board of an HOA for ten years – 5 years as president — while she lived in a 90-unit condominium in San Diego. Barbara J.
