9 | Four Seasons Hemet Herald | April 2015 | Community Awareness Committee Following is a summary of some of the issues the CAC is monitoring: • County General Plan Amendment 960 – The Public Review for County General Plan Amendment 960 will end on April 6. This Amendment calls for minimum 5/10 acre lots for any development in Reinhardt Canyon. We have submitted a petition with over 1200 signatures recommending the 5/10 acre designation for Reinhardt Canyon. However, everybody needs to write or email the County expressing their support for 5/10 acre lots in the Canyon. If you want a sample letter or have any questions call Gene Hikel at (951)223-3543 or email ehikel@msn.com. • Another development behind Four Seasons: In February, the CAC received a presentation about a development of Planning Area 12 of the Heartland Village Specific Plan. This planning area is in Reinhardt Canyon, on the hill directly behind Four Seasons and Hole 14 on the golf course. The plan calls for 35 detached homes, clustered in groups of five, sharing a common driveway. The committee had many questions with respect to public safety, design, association with Four Seasons HOA, the availability of water, etc. The planning department for the City of Hemet, also, had many of the same concerns. A work study meeting, with the city planning commission is tentatively scheduled for April 7. At this meeting the applicant will receive input from the commissioners. The CAC will be in attendance to share their concerns with the commission. Everyone is invited to attend the work study. It will be held at the city council chambers on the corner of Latham and N Buena Vista at 6 pm. • Reinhardt Canyon – The Board received a letter from the developer of Reinhardt Canyon indicating he was interested in proposing a plan consisting of 5/10 acre lots. He indicated he wanted to work with the board. After much discussion the board replied, indicating they "would welcome the opportunity to review your best conceptual plan that meets these criteria (5/10 acre lots)." As of the writing of this article, the board has not received any plan. • Golf Course – The Golf Course Sub-committee, under the leadership of Allan Jaffe, has been working hard to encourage the golf course to improve the looks of the course. Allan has met several times with Roger Choi, the manager. Little progress has been made. The committee also arranged a meeting with EMWD. During the meeting, a few suggestions were shared with Roger and the Sub-Committee: (1) EMWD has agreed to provide free technical assistance to review and audit golf course watering processes, (2) EMWD shared with Roger, the golf course could receive rebates of up to 50 percent for planting drought tolerant plant material, (3) EMWD would ask the Valley Water Master, if the Golf Course could uncap two wells on the golf course property, and (4) EMWD suggested Four Seasons hold a town hall meeting to inform the residents about the current water situation. As of the writing of this article: Roger has not submitted the application for the water audit; Roger has indicated an interest in the rebate for drought tolerant plantings; the water master indicated the golf course could uncap the wells, but Roger indicated it would be too expensive; and Four Seasons has planned the town hall meeting about the drought. The CAC will continue to monitor these and other issues that impact the Four Seasons Community. As you can see, the CAC has been very busy. We could use some help.
