The perfect medium for growing rumors is a crisis. The current drought condition in California is such a medium. It is good that we now have a public awareness of the need to conserve water. It is good that our homeowners are tackling ways to reduce their water consumption. It is not good that bits and pieces of information are spread about sowing confusion throughout Four Seasons. From 2009 to 2012 the HOA had an Ad-Hoc Water Committee charged with reducing our water costs. In addition to evaluating and developing business cases for potential alternatives, this group also examined the requirements to actually flow recycled water through our purple pipes. There are two factors involved in the process: one is the technology of capturing and processing used water for irrigation purposes and the other is the regulatory process of permitting the use of this water. Our water provider, Beaumont Cherry Valley Water District (BCVWD) has worked with the city of Beaumont for several years to take the water from their recycled facility and introduce it into the distribution system of purple pipes. On Nov. 10, 1997 the city passed the following regulation: "The City hereby finds and declared that the use of potable domestic water for non-potable uses, including but not limited to, cemeteries, golf courses, parks, highway landscaped areas, school athletic fields, and industrial and irrigation uses, is a waste or an unreasonable use of the water if recycled or reclaimed water is available which meets all of the conditions as determined by the State for use of recycled and reclaimed water. The use of recycled water is a cost-effective, reliable method of helping to meet the community's water supply needs; and the City shall require the use of recycled water. Each non-potable use, including, but not limited to, cemeteries, golf courses, parks, highway landscaped areas, school athletic fields, and industrial and irrigation uses, shall utilize recycled water from the city's sewage treatment facility at such time as recycled water is available for such non- potable uses in accordance with state law." Our developer complied with this regulation and built Four Seasons to use recycled water when it is available, hence the purple pipes. Unfortunately, the city of Beaumont recycling facility has not been able to come on line. The ad-hoc committee discussed this with the California District Public Health Engineer who oversees our area. He told us that once the city requests certification of their recycling facility, it will take 18 to 24 months to complete. Four Seasons will have to maintain the integrity of their system and before conversion post signs alerting homeowners to the presence of recycled water. A responsible person will have to be trained and then certify the operation and maintenance of the system. Since the HOA and K. Hov currently share the irrigation system, this will have to be worked out. BCVWD is conferring with the Yucaipa Water District that operates a certified recycling plant. They are planning to extend a pipeline two miles terminating close to the BCVWD holding tank. This would allow BCVWD to purchase recycled water from them, possibly by the end of the year. Once that is done a pressure check of the BCVWD system must be conducted and the Four Seasons irrigation system validated before recycled water is introduced into it. This most likely will be a blend of potable and recycled water. Except for holiday weeks, collection day is Tuesday. HOA General Manager Jeri Mupo said some residents make arrangements with a neighbor or gardener to get their cans out and back in if they must be away during trash day. "Or they just skip a week," she said. She said the HOA, "will make reasonable accommodation," if a resident needs a little extra time.
