FOUR SEASONS BREEZE | JANUARY 2016 7 The process of electing two homeowner HOA Board members begins in January with a nominating committee seeking candidates to run for district delegate. Once elected, the delegates cast the votes that elect the Board members. The delegates act much like members of the Electoral College in U.S. Presidential elections – with an important difference: the delegates from any districts that fail to have a majority of households vote can cast all their district's votes as they see fit. It is quite possible that a single delegate can decide a close election. Homeowners interested in serving in this vitally important role are encouraged to apply before the Jan. 14 deadline. The nominating committee members are Cheryl Howard, Louise Lyon and Bev McLaughlin. Their job is to insure that there are delegate candidates from all nine districts. The table to find your district is to the right of this article. A delegate and an alternate will be elected from each district. The alternate acts only in the absence of the delegate. Two of the three homeowner seats on the Board will be open in the election. The two-year terms of members Jacque Sneddon and Wayne Staples are expiring. Sneddon is Board president and Staples is treasurer. Member Jean Sandoval, Board secretary, has a year of tenure left. A four member majority on the Board is appointed by builder K. Hovnanian Homes. That will continue until build-out, when all seven members will be elected from homeowners. Important dates in the election schedule are: Jan. 14 – Deadline for district delegate candidate applications. Jan. 21 – District delegate ballots mailed. Feb. 25 – Delegate election. Quorum of 50 percent plus one required. march 1 – Deadline for applications to run for Board seats march 3 – Reconvened delegate election with reduced quorum of 25 percent. (The Board appoints delegates for districts that fail to meet the reduced quorum.) march 4 – Ballots for Board election mailed. April 7 (9 am) – Delegates and inspectors of election meet to count ballots. April 7 (1 pm) - Delegates cast votes that elect Board members at Annual Members Meeting. April 8 – Election results posted.
