I wanted to take this opportunity to introduce myself. My name is Richard Hoffman, the new Landscape chair person. Like you I take great pride in our community and respect the many workers who work hard to keep our community landscape healthy, neat and trim. I would like to acknowledge our members who give of their time and energy in serving on this committee. I would also like to invite you to attend our meetings which are the second Monday of each month at 8 am. Our meetings are held in the RCN Conference Room. If you have any landscaping successes, stories, or issues, we would like to hear from you. To present them to our Committee please contact the Lodge. Ask for Jeff Jordan or Eric Zarr in order to request that your issue be put on the agenda. You can reach them at (951) 769-6358. Let's keep our community as a model that we can all continue to take pride in. If you would like to be on the Landscape Committee we currently have openings. We would like to have you. ~ Richard Hoffman FOUR SEASONS BREEZE | MARCH 2016 19 Landscape Committee Rules & Regulations Committee The Rules and Regulations Committee voted to recommend that the HOA Board provide a financial incentive to encourage voting in the upcoming Board election. The committee suggested an appropriation of $600, to be distributed to the top three districts with the highest percentage of voters over quorum. The name of each resident who vote in the top three districts would be entered in a drawing with the drawing winner in each district getting the money. The prize in the top scoring district would be $300, in the second place district $200, and for third, $100. Non-voters would be excluded. The committee also recommended that the raw vote be posted. Because of the District Delegate system, the final vote represents, but is not the same as the raw vote. In districts where a majority of residents cast ballots, the delegate must cast the district's entire voting power in the same ratio as the votes cast. In districts that fail of a majority, the votes are not opened or counted and the delegate can cast the votes as he or she sees fit. In the interests of transparency it was recommended the opened ballots be counted and posted on the Four Seasons website. REMINDER – RV parking in the Lodge parking lot is by permit only. Permits are available at the reception desk. Also, RVs may be parked in front of owners' homes for only 24 hours without a permit. ~ Leighton McLaughlin, for the committee
