FOUR SEASONS BREEZE | MARCH 2016 7 By Leighton McLaughlin Five Seek Seats on HOA Board Five residents have applied to run for two seats on the HOA Board. Incumbents Jacque Sneddon and Wayne Staples are running for re-election. Claudeen Diaz, Jerry Monahan and Len Tavernetti are running for the first time. The deadline to apply is March 1, so there may be more candidates. A slate of candidates for district delegate positions has been nominated for the first of the two elections that lead to selecting two members of the HOA Board. Once elected the delegates cast the votes in the second election that elects the board members. The delegates act much like members of the Electoral College in U.S. Presidential elections – with an important difference. Unless a majority of homeowners in their districts cast ballots, the delegates can vote all their district's votes as they see fit. It is quite possible that a single delegate can decide a close election. The district delegate nominees are: District 1, Martha Franck and Del Lyles, Sr.; District 2, Randy Balt and Bill Guy; District 3, Donald Fant and Betty Ann James; District 4, Niles Sundstrom, Vicki Howard and Fred Weck; District 5, Marion Herron and Chryle Howard; District 6, Brian Anderson and Howard Lyon; District 7, Lynette Simonson and Joyce Tautrim; District 8, Tom Halley and Pat Hilles, and District 9, Janet Hession, Cathy Rivera and Craig Weber. A nominating committee of Cheryl Howard, Louise Lyon and Bev McLaughlin made sure there were candidates from all nine districts. The district delegate election was held Feb. 25. If a quorum of 50 percent was not met in a district, a second election will be held March 3 with a reduced quorum of 25 percent. The Board appoints the delegates for any district that fails to meet the reduced quorum. A delegate and an alternate are elected from each district. There is one vote per household with the leading vote-getter becoming delegate and second place becoming alternate. The alternate acts only in the absence of the delegate. Delegate ballots were mailed to homeowners Jan. 21. A list of the streets in each district is to the right of this article. Two of the three homeowner seats on the Board are open. The two-year terms of Sneddon and Staples are expiring. Sneddon is Board president and Staples is treasurer. Member Jean Sandoval, Board secretary, has a year of tenure left. A four-member majority on the Board is appointed by builder K. Hovnanian Homes. That will continue until build-out, when all seven members will be elected from among homeowners. Important dates in the election schedule are: • March 1 – Deadline for applications to run for Board seats • March 3 – Reconvened delegate election with reduced quorum of 25 percent. • March 3 – Meet the candidates session. • March 4 – Ballots for Board election mailed. • April 7 (9 am) – Delegates and inspectors of election meet to count ballots. • April 7 (1 pm) - Delegates cast votes that elect Board members at Annual Members Meeting. • April 8 – Election results posted.
