| Four Seasons Hemet Herald | March 2016 | 4 By now you all will have received your billing statements for the month of March 2016. Also in that envelope was the announcement of the coming Board of Directors election, a call for candidates and the related Request for Candidates Statement form (your resumé). Four terms will be expiring, thus there will be four vacancies to fill on your Board for the 2016-18 term. If you want to be of service to your community and are interested in undertaking this challenge, you are earnestly encouraged to consider submitting your candidacy. In this regard, the following is an overview of our HOA Board of Directors election history for your perusal. At the outset of our HOA, elections for the Board were held bi-annually, i.e., every two years. Your Board was/is made up of seven members. During the first several years, the Board was comprised of four K.Hovnanian representatives who were "appointed" by the builder, and three homeowner members who were "elected" by the homeowners. In 2004 three homeowners ran for election for three seats. In 2006 four homeowners ran for election to three seats. In 2008 four homeowners ran for three seats. In 2010 four homeowners ran for three seats. During this term, one of the KHOV appointees resigned and a homeowner was appointed to finish the term. Consequently, this added an additional homeowner seat, and in 2012 four homeowners ran for four seats. In the course of this term, two more KHOV appointees resigned and two more homeowners were appointed to the Board to finish their terms. The year 2013 marked the first year of "annual elections." Going forward there would be elections every year, with four seats coming vacant during even years and three during odd years. This arrangement allows for continuity and increases the chances of our getting sufficient candidates. During the 2013 election, three candidates ran for two seats. In 2014 four homeowners ran for four seats. Late in 2014 the last KHOV representative resigned. Therefore in the 2015 election, four homeowners ran for three seats. Thus, this year we will be seeking to fill four seats on the Board. Here are some more points for you to ponder. The only hard and fast requirement to qualify as a candidate for election to the Board is that the candidate be a homeowner in good standing. However, prior service on a committee would be beneficial as it would have afforded you insight into the processes involved in managing our HOA. The ability to work well with others is critical inasmuch as you will be working with a large cross section of our community. At a minimum, the Board meets monthly, with at least one executive session and one open session. However, during the rest of the month, Board members are expected to attend several committee meetings as Board Liaison to those committees. Periodically Board members will also be required to attend educational seminars that cover a multitude of aspects of Common Interest Development administration. Finally, on a regular basis there will be considerable written material which must be read in preparation for meetings. It is important for you to know that our HOA employs a "bottom-up" business model rather than a "top-down" version. Stated differently, information, ideas, suggestions etc, begin with our residents, flow up to our committees and then on to the Board in the form of "recommendations" for the Board to consider and take action. When the time comes for the Board to vote on a matter, each member has one vote among seven. Clearly, the ability to work well with others plays an important role in one's ability to fulfill the responsibilities of a member of the Board of Directors. As the current Board term comes to a close, I send my very best wishes to everyone for your good health and happiness.
