Statements reflect an operating surplus of $66,905 for the month of January, and a year-to-date operating surplus of $260,362. Year-to-date variances as of January: Unanticipated Income is $29,371; Below-budget expenses are $467,240; and Over-budget expenses are $252,213. Total assets of $4,113,328 include $2,937,000 worth of FDIC-Insured Certificates of Deposit. A copy of the Financial Statements is available for review in the HOA Office. There were no homeowner comments. VI. PRESENTATION OF ACTION ITEMS UNFINISHED BUSINESS A. CC&Rs Restatement Ad Hoc Committee – Update: on behalf of Vice President Lopez, President Takemoto reminded the membership of the upcoming hearing before the San Diego Superior Court on February 19, 2016. There was no homeowner comments. B. Subcommittee, Clubhouse Interior Master Plan Design: Secretary Strohm reported the Board reviewed proposals for updating several areas in the Clubhouse and the designer is working on pricing. The designer will also prepare a presentation to the Community. There was one homeowner comment. C. Subcommittee, Master Storage Plan Review: Director Smith reported the Interior Designer completed her analysis of our space requirements and suggestions for alternate locations for added storage. The information will be reviewed by the Subcommittee before the next step of developing the scope of work for architect bidding purposes. There were no homeowner comments. D. Subcommittee, Water Citation: Secretary Strohm reported on the subcommittee activities. The meeting with a City of Oceanside representative to review our progress will be held on February 16, 2016. There were two homeowner comments. NEW BUSINESS A. OHCC CERT Budget Item Request: the Board discussed two items CERT requested to improve their operation; a software program for outreach to the community in the event of an emergency and a laptop computer. Motion made and seconded (I. Landis/ D. Lopez) to authorize the General Manger work with Treasurer Hefler to purchase a laptop and Voicent software for the CERT use for the OHCC residents, in an amount not to exceed $1500. Motion passed unanimously. Designated Funding: GL#5079-0000 There was one homeowner comment. VII. RECESS The meeting was recessed at 10:59 a.m. until 10:00 a.m. Thursday February 18, 2016. SESSION II, Thursday February 18, 2016 President Takemoto reconvened the Regular Board Meeting at 10:05 a.m. and apprised the members that an Executive Session was held on February 15, 2016. The Executive Session reviewed third party contracts, member disciplinary hearings, delinquency review, personnel, legal opinions, and executive Committee reports. The contract approved was to Image Up Advertising and Design to take over production of "The News" monthly newsletter, at no cost to the Association and effective with the April edition. President Takemoto remarked that the heavy equipment activity at the top of Cannon Road is due to a City water line that is being installed. There were no homeowner comments. VIII. HOMEOWNER INPUT (Non- Agenda Items) There were four homeowner comments regarding the excessive parking along Cyrus Way during large Clubhouse events, more than two Cox digital mini-boxes incur a monthly charge, and the time frame that tree stumps will be ground out. IX. STAFF REPORTS RECREATION – Chris Bessey, Recreation Director, reported: tickets are on sale for the "O Canada" Impersonator Show on March 4; the Spring Eggstravaganza on March 26 is free, children are welcome; the first Osher Lifelong Learning Institute (OLLI) program held on February 13 was well attended and the Computer Club is providing on-line training; four (4) new poker tables have been ordered; the Recycling E-Waste event is planned for May 14; transportation services to the Viejas Casino and Outlet Mall will be on February 22; there were 576 activities between December 26, 2015 and January 25 2016; the full time evening shift position has been filled by Jerry Ramos and one part- time evening shift position is open; and Clubhouse Supplies are over budget $2,800. There were no homeowner comments. MAINTENANCE – Gary Allman, Maintenance Director, reported: the pool temperature is consistently maintained at a minimum of 84 degrees; a new "right turn only" sign has been installed at the Clubhouse exit from behind the stage area access; Cox installed new digital mini- boxes in the HOA Office and Clubhouse; one well pump has been replaced; the long paint drip on LVW is being painted over; a section of fence at TV hill has been repaired; streetlight repairs are on-going; the Dassia Way common area walls painting will begin in a few weeks; the new ADA-compliant door at the Clubhouse leading out to the pool has been painted; the scheduled start date for Clubhouse solar panel roof repair work and solar panel replacement is February 22; Calhoun Electric is preparing an engineering plan to address the Lanai area and Clubhouse electrical issues; the asphalt work specifications have been sent out for obtaining bids; the HVAC systems have been evaluated and the report is pending; and two AEDs (Automated External Defibrillators) have been ordered for installation by the HOA Office and the Golf Casa. There were no homeowner comments. LANDSCAPE – On behalf of Tom Hogan, Landscape Operations Director, General Manager Groenewold reported: fertilizer is being applied to the Palm Trees; weed control application is being applied in turf areas, cracks and crevices, and planters; Minutes, continued from page 6 Minutes, continued on page 38
