Admin. Asst. Toni Clevenger, Sen. Admin. Asst. First Session – February 15, 2016 I. President Takemoto called Regular Meeting to order at 10:01 a.m. II. The Pledge of Allegiance was led by Director Smith. III. PRESIDENT'S REPORT President Takemoto welcomed the membership to the monthly Regular Board Meeting. President Takemoto remarked on the transition to Keystone Pacific Property Management effective June 1 2016, yellow courtesy flags regarding trash containers to be placed out of sight by end of the trash collection day, front yard lawn conditions and mandated watering restrictions schedule, the March 1st deadline for completing the 2016 annual decal process that applies to all vehicles, and each homeowner is responsible for securing their homes. President Takemoto apprised the membership as to the matters to be addressed, and items completed. There were no Executive Sessions held since the last monthly Board Meeting. There were no homeowner comments. IV. MANAGEMENT REPORT In the Management Report, Becky Groenewold, General Manager, apprised the membership of the following: • The ATX for in-house broadcast channel was repaired for under $200 and will be installed this week. • The Turf Reduction Rebate funds are forthcoming. The City of Oceanside intimated future turf reduction rebate programs will be much less than the $1.00 per square foot that we procured, if there are any rebate offers at all. • The City of Oceanside indicated the 20% water reduction mandate might be decreased to 12% in the future, however tough restrictions will remain. A meeting regarding the water runoff citation and OHCC updates will be held on February 16, 2016 with the City of Oceanside Code Enforcement Officer, Village Boards, Water Runoff Subcommittee and Staff. • All HOA Office positions were currently filled, however a recent resignation was received from Barbara Coert who is relocating out of State. • Vice President Lopez and the General Manager have been invited as guest speakers at a CAI Educational event in May, to share the success story of restating CC&Rs and Bylaws with other HOA members. • The new OHCC Newsletter "The News" layout resulted in increased costs and the GM is seeking other publication options to either reduce or eliminate costs. • The Board directed the GM to follow up with AT&T for business phone services and the meeting is scheduled to be held next week. • Residents who have not yet received their digital mini boxes need to contact Cox to obtain them. • There are approximately 343 homeowners still needing to get their 2016 decals by the March 1st deadline. Cost incurred this year was approximately $6,800 compared to $4,500 last year, for Community Patrol to assist with the process. There were no homeowner comments. V.
