8 | OCEAN HILLS NEWS | APRIL 2016 | The Landscape Committee held its monthly meeting on Fri., March 4. The first order of business was to elect officers. Robert Landre was elected Chair, Greg Kusiak, Vice Chair and Sylvia Carson, Secretary. Several projects have been identified that the committee will be considering at the April meeting. Yes, we have had some lovely rain and yes it is helping with the drought issues, but we are not "awash" in water just yet! San Diego County may allow us to ease our usage restrictions, due in some part to the desalinization plant that was just brought online. More to come on that. In the meantime, we continue to work with the city of Oceanside to make sure we are complying with the water cutback regulations. Another issue that is a concern is the excessive water running into the storm drains. A meeting with the Oceanside Water District and the Village Presidents was most informative. The city confirmed that our community, as a whole, has made much progress in reducing the amount of irrigation water running into the storm drains. Each Village has helped contribute to that reduction by working with residents to identify areas of excessive runoff from backyards. Additionally, most all of the sprinkler heads along Leisure Village Way have been changed to a much more efficient irrigation system. During the meeting, a question was asked about what amount of runoff is "excessive"? The answer is that only rain water should run into the storm drains. However, a "trickle" of water that might find its way into the gutter but does not make it to the storm drain is allowable. A good analogy is that "a blade of grass should not be able to float in the gutter runoff." Controlling runoff and over-spray is an ongoing project that the Landscape Committee, Villages and the Master Association continue to monitor and work to reduce as much as possible. I'd like to discuss Medical Assistance Radio Transmitters (MARTs). A MART is a device used to assist you in an emergency, should you need help from a Community Patrol Service (CPS) Officer. MARTs are available in wrist, as well as necklace, models. They should be programmed to function through your residential alarm system so that a signal is transmitted to the front gate. If you're interested in obtaining a MART during testing season you can request one from our Alarm Technician or call the front gate (760) 758-7111 for more information. Friendly reminder: If you're expecting guests or vendors to come to the community please feel free to call them in. Have your four digit security code ready (also located on your EMS panel cover) when you call the front gate so we may add them into the system. EMS (Emergency Monitoring System) testing: You should be receiving a phone call from the officer at the back gate (760) 758-8550 to schedule an appointment for your annual test. If you need to reschedule for any reason please feel free to call the back gate at the number provided above. The test should take no more than 5-10 minutes, at the most.
