I'm glad I paid good money to live in third world conditions," she wrote on the Yucaipa North Bench Flies Facebook page The mess flies leave behind on every surface they touch The primary constraint on the city's authority to regulate agriculture activities is set forth in California civil code section 3482 which prevents agricultural activities from being deemed a nuisance, either private or public. But it seems the city is doing what they can, thanks in big part to Councilman Bogh who responds to the North Bench residents pleas for help and continues to visit ranches, urging them to step up fly control procedures. At the May 23 meeting, the Yucaipa City Council addressed the issue with recommendations: "10. SUBJECT: REVIEW OF CURRENT VECTOR CONTROL MEASURES FOR REGULATION OF POULTRY RANCHES AND PROPOSED MEMORANDUM OF UNDERSTANDING (MOU) REGULATING THE STOCKPILING AND THIN- SPREADING OF POULTRY MANURE AT "HOOVER RANCH 7" AND "EGGMASTER INC." RECOMMENDATION: That the City Council: 1. Approve and authorize the City Manager to execute a Memorandum of Understanding between the City of Yucaipa and the owner/operators of "Hoover Ranch 7" regulating the stockpiling and thin-spreading of poultry manure at 35870 Fir Avenue; and 2. Approve and authorize the City Manager to execute a Memorandum of Understanding between the City of Yucaipa and the owner/operators of "Eggmaster Inc." regulating the stockpiling and thin-spreading of poultry manure at 10863 Fremont Street; and 3. Provide direction to staff regarding implementation of additional measures to address the fly infestation related to commercial poultry ranches and potential land use changes as appropriate." As this "fly season" is nearing its end, it will take another eight months to see if the measures make a difference. If so, I nominate the crow for the city bird in 2017.
