Are they allowed to walk on the trails or use the exercise rooms without the homeowner present? A. The Four Seasons resident is supposed to be with their guest when they sign in at the front desk of the Lodge or Summit. This also includes people from outside Four Seasons who are attending an event, playing pool, cards or other activity. The Four Seasons resident is to accompany a guest when walking the trails or visiting the Summit. No outside guest can use the exercise rooms or equipment. Also, prospective buyers who receive a pass for Smitty's must sign in at the Lodge desk. Q. Is the HOA responsible for maintaining the mailboxes? To whom do the residents report an issue with the mailboxes? A. Notify First Services Residential general manager for any issues with the mailboxes. Q. How do the residents become members of an ad hoc committee? Can residents attend ad hoc committee meetings? A. Per the common rules of all committees in the Four Seasons at Beaumont Community Guidelines, an ad hoc committee is established by an enabling resolution passed by the Board of Directors (see Common Rules of all Committees, Part 2, Page 1, 2, 3, 5). Committees shall consist of members in good standing who are approved by the majority of the directors representing a quorum at any noticed Board of Directors meeting. Committee members will be appointed in accordance with the bylaws, section 6.15, page 15, which reads: Committees. 1. It is recommended residents complete an application to join one of the nine HOA committees, interview and become an active member. 2. When a request has been made that ad hoc committee members are needed, complete a committee application and turn it into the office. You will be notified of an interview time. 3. Residents can attend ad hoc committee meetings, however, the same rules apply as for a guest at any committee meeting. Q. The street light that was removed after an accident on Four Seasons Circle has not been replaced. When will the street light be installed? A. The street lights are the responsibility of the City of Beaumont. It is unknown when the light pole will be replaced. E-mail questions to: board@fourseasonsatbeaumont.com. COMMUNICATION ZONE By Jean Sandoval, Board Secretary The following are questions from homeowners who attend the Meet with Jean sessions with responses from the resident Board members. By Len Tavernetti The HOA Board election was one in which the voters expressed a desire for change. As always, some who voted for change will like the new ways and some won't and will have difficulty adjusting. The former will feel rewarded and the latter will realize that another election is only 12 months away and build hope. Communication was clearly the dominant issue for the voters, followed by term limits. The challengers campaigned on these talking points and amassed 69 percent of the vote. In fact, they won all nine delegate districts by a 2-1 margin-a convincing win. Their vote total appears to exceed that needed for a CC&R change to create Board term limits — but that can come at a later date or by candidates fulfilling their own term-limit pledge. We are addressing the communication shortfall with daily reports sent by email to those who request this service, and by displaying printed copies at the Lodge counters and in the Library. Work is also underway to refresh the web site with a new look, tailored to our community, updated daily and posted on one of the monitors in the computer room. Our open Board meetings now feature on screen displays of the topics being discussed. On May 10, a new, annual State of the Association presentation was made to the members. Our community is now 10 years old, over 75 percent built out and on the threshold of independence from the builder. It is time to begin preparing for the build out. This will involve assumption of responsibilities for our trails, the Potrero River Conservancy, all of phases C-D-E, and our own budget. We will also need to revise our governing documents. To this end I will ask our Board to establish an advisory committee and begin the research of the process to include lessons learned from other HOAs that have built out.
