FOUR SEASONS BREEZE | SEPTEMBER 2016 7 By Leighton McLaughlin Jeanne Glanville and Fred Weck won a special election to fill two seats on the HOA Board. Jerry Monahan, the third place finisher, was appointed to fill a third empty seat. Five residents filed to run for the two positions. The vote totals were: Glanville, 916; Weck, 644; Monahan, 515; Dennis Gray, 357; John Noonan, 340. (There were two write-in votes for "Trump" with no first name – presumably Donald, but maybe Ivanka or Melania). Every voting district achieved quorum of 50 percent plus one, with a high of 83 percent in District 5 and low of 61 percent in District 1. Four Seasons as a whole had a turnout of 70 percent. The first two openings were created by a provision in the CC&Rs that reduced the number of seats filled by the builder, K. Hovnanian Homes. For 10 years after the first Four Seasons home was sold, the builder appointed four members of the seven-member Board; now that number is reduced to two. The third position came open after the election process was started with the untimely death of Board Secretary Jean Sandoval in an auto accident. The Board decided to appoint the third-highest vote getter to fill that vacancy. The new members will join Len Tavernetti and Claudeen Diaz and give homeowners a majority on the Board for the first time. The builder will retain its last two seats until build- out. In reorganizing after the election, the Board named Tavernetti President, Glanville Vice President, Weck Secretary and Diaz Chief Financial Officer. Monahan is a member with the two KHov appointees: Kevin Metcalfe and R.J. Hernandez. The strong voter turnout avoided use of a provision of the CC&Rs regarding delegates in districts that fail to meet quorum. The delegates act much like members of the Electoral College in U.S. presidential elections, with an important difference. Unless a majority of the households in a district vote, its ballots are not opened and that district's delegate casts all the district's vote as he or she sees fit. It is quite possible a single delegate could decide a close election. Hovnanian Homes at build-out, expected in 2019. JEANNE GLANVILLE: "I want to develop a strategic plan for long and short term goals. We've started that (with a new planning committee being formed under Chairman Willis Fagan) but I want short-term goals addressed too." She said Four Seasons needs to work toward build-out, "With KHov leaving in 2019… with a changing relationship between the HOA, FirstService Residential and KHov – we need to plan for that." She would like to form homeowner work groups "to brainstorm goals and objectives then submit plans to the Board to see if they work." "I know some residents want a dog park, others want to refurbish the bocce ball courts. Are these just a few or the will of the community? My view is that the majority gets to say where the money goes." "I want to manage our finances responsibly," she said. She gave credit to the Finance Committee for its work in that direction. "We're in great shape now – particularly our reserves – I want to continue that." FRED WECK: Weck said, "We need to work toward build-out, to make sure the transition is smooth – and that the last guy who buys the last house has all his warranties honored." He said he concurs with Board President Len Tavernetti in his interest to improve security. "Many residents bought here for the security and safety of a gated community," he said. "There are some residents who want changes made," he said, but change should not be made for change's sake. "I want to make sure we get value added for any changes we make. There are expenses involved in changing the CC&Rs." All proposals should go through the procedures established by the community: committee review, publication to the community, town hall meetings if needed, and the like. "I would like to see us continue to make progress." "I want to be a representative of all the residents and not just those living in a particular area," he said. JERRY MONAHAN: "We need to start looking forward to build-out and KHov's departure. I think the CC&Rs were written with the builder in mind and we might want to think about changing them – I'm not saying major changes are needed, but we need to be prepared." He would also like to see "regular town hall meetings with homeowners to talk about problems and priorities they might have. See if there is anything I can do from the Board perspective to make things better." He noted the meetings would be similar to the "Meet with Jean" sessions run by his predecessor the late Jean Sandoval, who's term he is completing. "It would honor her and her time on the Board," he said. "I believe the community runs the community and homeowners should have a say in the community's direction – not just a few people, not just the Board and the committee members."
