| Four Seasons Hemet Herald | March 2017 | 17 Architectural Committee Spring is coming and I want to make a modification at my home. How do I get my plans approved by the Architectural Review Committee? Let's explore the requirements to make a modification to the exterior of your home or to your landscaping. The Four Seasons at Hemet CC&R's established the Architectural Review Committee (ARC) as the homeowner group to review these requests. The process is actually pretty simple and the ARC wants to help make this process as easy as possible. There are a few different application forms, so here is a quick review: You will begin with Exhibit A (available at the Lodge front desk). The is the Home Improvement Application and you simply provide your contact information and indicate what type of home modification you desire to be considered. These typically include, but are not limited to, modifications to your landscape, repainting your home to a new color, changing out a worn-out gate, adding solar panels, or new concrete work, etc. Along with Exhibit A the ARC will need to see the plans you are proposing, drawn with enough detail (and to scale) to allow the ARC to understand your proposal. Dimensions need to be listed for landscape plans, new concrete work, and other improvements such as patio covers. Plant names, sizes and locations are needed on landscape plans. Samples need to be submitted for such things including, but not limited to, new paint colors, rock ground covers, and pavers or brick and block work. The second application form is Exhibit B. This Facing, Adjacent And Impacted Neighbor Notification Statement form has places for your immediate neighbors (each side, across the street and behind) to sign that they have seen your plans. This does not mean that your neighbors can approve or deny your modification plans, but that they are aware that you are planning a modification. It is a courtesy to your neighbors, but important for the ARC's consideration of your planned modification. It is important to get each affected neighbor's signature - AND - to share your plans with your neighbors to avoid future conflicts. If your home is adjacent to the golf course, just note that on Exhibit B. If your neighbor is away from home for an extended period, please note that on Exhibit B. These are the items needed to be submitted at the Lodge front desk to be placed on the next ARC agenda. Note the good news that no application fee is required! It is appropriate that you call Architectural Support at the Lodge (Michelle Restle) at (951) 325- 8188 Monday through Friday, 8:30 am to 4:30 pm, to arrange a time to review and submit your application forms A and B, plans and samples. Meeting with Michelle will assist you in your review process and potentially help to avoid your application being tabled to obtain more information that the ARC will need to review your application. After the ARC approves your application, a letter will be mailed to you by architectural support along with any requirements or stipulations to the approval. If your plans are inconsistent with the Community Standards and Regulations or insufficient information is provided, the ARC may not approve your application, or request additional information. Once you receive a letter of approval, you may commence your modification. Generally, you have a couple of months to complete your work. When your work is completed, you then submit Exhibit C with photos of your completed modification back at the Lodge. This Notice Of Completion form and photos lets Architectural Support and the ARC know that you are finished with your work. At this point, an ARC member will look at your work and determine if the work was completed as approved in your original application. Therefore it is important that you do not make changes in your modification from the approved plans. The ARC is aware, however, that some changes can occur as your plans progress. Therefore, the ARC has provided for Exhibit D that allows you to request some changes from the originally approved plans. This Revision Form To Exhibit A is the form to file with Architectural Support for any new changes you want to be considered. The ARC recommends that you read the recently updated Architectural Standards and Regulations approved by the Board of Directors in January. A copy of this document will be mailed to all property owners shortly, if you have not already received a copy. This document was specifically updated to reduce confusion and to help homeowners understand the review process and goals that have been established to protect the long-term value of our investments at Four Seasons, and to maintain and enhance the beauty of our community. If you are not planning a modification at this time, you might want to save this article for the time when you will want to make that modification. It will help you to expedite your ARC review.
