Architectural review Committee
We are committed to the following:
• Fair and consistent reviews of homeowner exterior improvements
and modifications.
• Adherence to ARC printed Guidelines and Standards.
• To have ARC work to help HOA protect property values for all
our residents.
Two of the most challenging issues ARC has been dealing with
recently are outdoor lighting and permits. We ask all residents to refer
to Exhibit G in Part 4, Architectural Guidelines and Standards in your
copy of Four Seasons Community Guidelines. It states, Beaumont
has an Outdoor Lighting Ordinance designed to "minimize light
pollution." ARC asks homeowners to take the time to understand
and follow Exhibit G.
This month we want to focus most specifically on permits. One
of our ARC members, Gary Sigritz, has done extensive research with
the city of Beaumont regarding permit requirements. The following
is what Gary has learned that the city requires.
• A building permit is required when there is a proposal to build a
new structure, a wall, remodel, enlarge, alter or modify the interior or
exterior of a structure, including the change out of lighting fixtures.
• All patios and decks require a building permit.
• Building permits expire 180 days from date of last inspection.
• The cost of a building permit depends on the project. You can
call the city at (951) 769-8520 for the cost estimate.
• A structure of 120 square feet or less does not require a building
permit. However, set backs are required. You can contact the City
Planning Dept. at (951) 769-8518 for specifics.
• The city uses the term, "floor area" to determine size. Thus a
gazebo 12" x 12" or 144 square feet would need to have a permit. The
"floor area" measurement is from the inside of the structure not the
