FOUR SEASONS BREEZE | APRIL 2017 11 Observations from the Board By Len Tavernetti In February, a traffic survey was conducted along Four Seasons Circle (FSC) between Box Springs Road and Brush Creek to document drivers' speeds along our busiest street. As expected, better than half of the vehicle movements exceeded the posted 30 mph limit going up and down the Summit hill. While not the main focus of the study, the data collected gives an illuminating picture of traffic volume at Four Seasons Beaumont. Origin and destinations of vehicles moving past the collection points were not defined, but can be reasonably assumed. Crossing the recording strips at either Green Creek Trail or Blackberry Creek, drivers moving toward the traffic circle could enter the Lodge parking lot, leave Four Seasons through the Portrero Gate or continue along Four Seasons Circle to the Summit if coming from Phase A. The latter destination likely generated minimal traffic. So, an assumption that half the traffic is to or from the Lodge and half is in or out from the Association can be made. Average traffic volume (both directions) on Four Seasons Circle at Green Creek Trail was 3,209 and at Blackberry Creek was 1,231. So, total daily traffic volume was 4,410. Traffic entering the Potrero gate and only going to or from the Lodge was not measured. The case can be made that half the daily trips were to or from the Lodge and half were to or from the HOA through the Potrero gates. The total volume has implications for both manning and maintenance of our gates. With 2,200 vehicles entering and leaving the Potrero gate daily means our gate arms cycle-over 400,000 annually. A much lighter volume of traffic currently uses the Crooked Creek gate and some residents use the construction gate on Breckenridge. And, we are still not built out. Our sister community in Hemet with 1,104 homes has measured their in or out volume for 2016 as 390,000. We can expect that, as construction is completed on the second Four Seasons Circle bridge near Crooked Creek and Phase E is completed, some traffic through the Potrero gate will switch to the other gates. We will examine the cost/benefits of manning a second gate and possibly diverting deliveries away from our main gate. Unmanned gates will have gates that open and close with each vehicle passage and require continuing maintenance. On the Move
