From the Rules Chair – Tom Johnson: The R&A and USGA have a new program which is attempting to simplify the rules of golf so that players at all levels can better understand and follow the rules of golf. An example of a new local rule that clubs can adopt, beginning this year, says that there is no penalty for any accidental movement of a ball or ball marker on the green. When the next update of the rules comes out, this will be included. In the meantime, it will be available as a local rule for clubs to adopt.
