6 | SUN LAKES LIFESTYLES | APRIL 2018 | GM Report By Charlye Sessner Member Questions from previous meeting: Q: A member expressed a few statements such as they wanted a monthly update of the taxation issue with the Board of Equalization, they asked for an update on the turf project, expressed a safety issue at gate #3 with people not giving the right of way, there was a compliment given for the website survey, a suggestion was given for Sun Lakes to drop American Express as an acceptable credit card, and a statement was made about sound issues on Channel 97. A: I will use this opportunity to update the community on a few items. First, our legal counsel has corresponded with the Board of Equalization to appeal the tax matter. The association has submitted a partial payment to slow the interest that is accruing. The community is waiting to hear back from the appeals division of the "reorganized BOE" now being called the California Department of Taxes and Fees Administration for an appeal date. The board is moving forward with the drainage issues on holes #14,15,16. RFP's for the drainage were received and opened. The board needs time to review the bids and information will be presented at the March and April Open Sessions. In regards to Gate #3, the Safety & Security committee recently looked into that matter and new signage will be put up to help understand the right of way. Finally, the sound for Channel 97 was corrected, and we apologize for the trouble. Q: A member asked to qualify the decision to defer the Lake #9 project on the championship course. The member also commented on the condition of the front yard at 1409 Fairway Oaks. A: The Board deferred the lake project on hole #9, for a few reasons. First, the lake is concrete lined. This concrete lining helps to protect the lake from erosion and seepage. Yes, the lake is slightly leaking, however not to the extent the other lakes were, and not so much that it required the expenditure of approximately $230,000. Furthermore, it was in the plan to take the concrete and dirt from the lake to extend the South Range Tee Box, rather than pay thousands of dollars to haul it offsite. When the project bids for 9,10, and the driving range came back non- compliant, and too expensive, they were put on hold. The board is aware this project needs to be done, but they chose to defer the project temporarily to focus on items of more importance such as the drainage on holes #14,15,16. The board understands that there will be mobilization fees for a crew to come back out, but that cost is not substantial. Lastly, in regards to the property at 1409 Fairway Oaks, the board approved to turn on the utilities in the three association owned homes and landscape the front yards with sod. January Open Session Board Action Items: • The Board accepted the resignation of TJ Moody, EPAP Chairperson. • The Board accepted the resignation of David Frank and Barbara Jesus from the Finance Advisory Committee. • The Board accepted the resignation of Jerry Munnelly from the Safety & Security Committee. • The Board appointed Mike Karpman, Dick Spaulding, Linda Stone, and Joe Formino as the EPAP executive team. • The Board accepted the resignation of James McGowan and Michael Galongo as District 8 Delegate and Alternate Delegate. • The Board appointed Tracy Galongo as District 8 Delegate, and Teri Comerford as District 8 Alternate Delegate. • The Board approved a resolution to pre- lien and lien delinquent accounts. • The Board received a treasurer's report. • The Board approved rule change 17.07 – which stipulates that a resident must return their Sun Lakes decal on their vehicle when they sell the vehicle or vacate the property or a fine will be accessed. • The Board approved rule change 17.08 – which allows pool noodles to be used anytime during pool hours. • The Board approved rule change 17.09 – which outlines the parking citation enforcement step by step. • The Board approved rule changes 18.01 through 18.07 for publication to the community in the March 2018 Lifestyles. This gives the residents 30 days for comment on the rule changes before it comes back for final approval in the April 25 Open Session Meeting. • The Board approved the flooring in the North Clubhouse to replaced. This is a reserve item, which was due for replacement. Three bids were received. The Board selected New Horizons Carpet to complete the work for $17,928. • The Board tabled a recommendation from the Safety & Security Committee regarding the use of drones in the community, as more research was needed. • The Board tabled a recommendation from the Safety & Security Committee regarding painting a "no parking zone" on the corner of Turnberry to the mailboxes on Litchfield. It was recommended to see if there are other areas in the community that might need the curb painted as well. The Safety & Security Committee will research and come back with a recommendation. • The Board approved a recommendation from the Recreation Committee to allow the VFW to use the ballroom for their annual dinner. • The Board approved a recommendation from the Lifestyles Committee to name the new coffee bar in the Main Clubhouse "Java Junction." This name was selected from the contest that appeared in the Lifestyles magazine in the month of December. • The Board approved the recommendation from the Library Committee to increase their annual budget from $500 to $1000 to help purchase more large print and best seller books. • The Board approved the recommendation from the Maintenance & Landscape Committee to change their name to the "Common Area Advisory Committee." • The Board approved the recommendation from the Maintenance & Landscape Committee to remove the Soap Box Derby Plaques in the Main Clubhouse Lobby since that group is no longer active. • The Board approved the recommendation from the Charity Week Committee to have a coupon for the Sun Lakes Restaurant and the Sun Lakes Golf Course on the back of the helicopter ball drop tickets for Sun Lakes Continued on following page
