Our committee is made up of volunteer homeowners who give their time to ensure compliance with the Architectural Guidelines and Standards for our community. This oversight helps preserve overall home values while encouraging individual creativity. It also helps us comply with city of Beaumont requirements such as the "dark sky ordinance" to limit light pollution, and the "two-tree" front yard regulation. The committee encourages homeowners to use licensed contractors who are insured and bonded. Owners are reminded that they need to procure city permits for structures such as patio covers, and for electrical, water and gas connections, etc. Also, city permits for home improvements could impact the value of the home for tax assessment purposes. Selecting a contractor provides an opportunity to check with neighbors for recommendations and advice. New homeowners are expected to submit landscaping plans for initial property improvements within four months of closing escrow through Exhibit A (Initial Property Improvement Application) along with Exhibit B (Signed Neighbor Notification Statement). Projects need to be completed within four months of plan approval. Additional improvements require submittal of an Amended Exhibit A. Upon completion the owner needs to submit a "Notice of Completion" (Exhibit C) to the ARC. A committee member is then designated to visit the property to verify compliance. Both Exhibit A and Exhibit C must be accompanied by photographs for before-and- after documentation of the project. Any delays in execution should be reported to the ARC with a request for an extension. Forms can be downloaded from www.fourseasonsbeaumont.org under 'HOA' and 'ARC Forms' from the drop-down menu. Each month the ARC processes several dozen new and amended applications, performs an equivalent number of on-site reviews for completed work, and considers a few requests for extensions of approved plans. Committee meetings are held on the first and third Wednesday of the month (8:30 am in the RCN Conference Room). Please drop by to witness the proceedings, even if you are not yet ready to submit your landscaping application or if you have any questions. Becoming familiar with the committee workings will also be helpful for anyone considering joining the committee in the future.
