6 | THE COLONY NEWS | JANUARY 2021 | HOA NEWS BOARD OF DIRECTORS MEETING HIGHLIGHTS: NOV. 19, 2020 Meeting Via Teleconference Directors Present: President Walt Bowman, Vice President Joanne Deacon, Secretary Amy Horlock, Treasurer Glenn Sailer, Director Tom Brackin, Director Del Mitchum and Director Mary Ann Plummer Absent: None Others Present: General Manager Jim Morgan, Office Manager/Admin. Assistant Kimberly Evans MEMBER COMMENTS: Prior to the meeting, an eblast message was sent to the membership allowing them to leave a comment and/or call in the day of the meeting. The comments were read and responded to by the Board. Each resident will receive a response letter. President Bowman encouraged residents to contact HOA Management for general questions that can be answered by staff. PRESIDENT'S REPORT The Thanksgiving Project: President Bowman hopes the uplifting messages on the community eBlast have been encouraging to residents during this difficult time. COVID Testing: There are many local places that offer FREE testing. The Chamber of Commerce reported that if enough results come back negative, the Governor will move the county out of purple designation. PROJECT UPDATES President Bowman: The southeast door should be fully automated in the next couple of weeks. The bocce ball refurbishment should be completed soon. Director Brackin: The Nutmeg wall repair should be completed next week and landscaping will be installed shortly thereafter. Secretary Horlock: The deadline for CC&R updates on ADUs/ JADUs is Jan. 1, 2022. Vice President Deacon: Letters were mailed in March 2020 to residents requiring them to remove their stepping-stones and railroad ties from the common areas. Due to COVID-19, the enforcement was postponed. Property Services will send warning letters again to remove the stepping-stones and railroad ties as previously required. Treasurer Sailer: Turf removal areas on Colony Drive between Via Andorra and Via Amapola will be completed by Nov. 24, with rebates being approved three to four weeks later. There are 15 areas designated for green and wild belt slope refurbishment projects starting in February and March. The project starts on Corte Albara, following Colony Drive up to Corte Andar and behind homes on Corte Fortuna. It should be completed by May 2021. MEMBER HONORED: Honored long-time committee member Elizabeth Ashley for her dedicated service to the Emergency Preparedness, Communications, Newsletter and Social Committees and the community. She will be greatly missed. 2021 Budget Meetings: Approved the following schedule: Jan. 21, 2021 – Budget Meeting will be held after the Open Session meeting which takes place at 1 pm. Members may observe and listen via Zoom, but may not comment. Feb. 18, 2021 – Budget Town Hall Meeting will be held in early evening after the Open Session Meeting. Time to be announced. EXECUTIVE SESSION UPDATE: • Approved October 15, 2020 Executive Minutes • Approved November 5, 2020 Special Executive Minutes • Discussed Majestic Asset Management Litigation Update • Discussed Various Legal Matters • Reviewed Homeowner Requests • Approved Santiago's Beauty Salon Contract Renewal BOARD LIAISON REPORTS: Secretary Horlock: Accessory Dwelling Units (ADUs) and Junior Accessory Dwelling Units (JADUs): An ADU is a stand- alone unit placed on the original lot. JADUs are a part of the original house or garage. The State of California made these units legal last year. Directors Mitchum and Horlock and the Rules and Regulations and Architectural Control Committees will look into reasonable restrictions allowed for associations. Director Mitchum: The Communications Committee is currently working on a history project of Colony residents. They also purchased equipment for outdoor events. The equipment in the Clubhouse cannot be accessed for inspection and training due to the Clubhouse closure. The committee plans to purchase new equipment. They are also working on a survey to see what medium each resident would like to use to communicate with them: i.e., email, phone, text, etc. The Rules and Regulations Committee will be looking at changes needed for the new laws on ADUs and JADUs. The State of California says that we cannot stop anyone from building a small apartment in the back (if there is room), or turning a garage into living quarters. In addition, there are several other areas that will be given some attention: nuisance rules, moving PODs and a general review of the Schedule for Fines. Currently, there are two openings on the committee. Treasurer Sailer: The Violations Committee will hold their meeting beginning Nov. 24 via Zoom. He thanked Jan Foster for her hard work and dedication as former Chair of the Landscape Advisory Committee and leading the turf renovation project. Director Plummer: The Emergency Preparedness Committee prepares, implements and educates Colony residents on what to do in the event of an emergency.
